Joint Base Charleston (JB CHS), SC is seeking sources for a requirement to perform upgrade of Trane A/C Controls located at the Joint Base Charleston, SC. The scope of work includes providing all designs, labor, material parts, and equipment necessary to replace all remaining outdated building automation system front end controllers to Tracer SC+ controllers and integrate to the existing base-wide EMCS such that they are fully compatible with the existing Tracer Ensemble system. There are roughly 38 Trane BCUs, 6 Trane SCs, 7 Trane ILONs, and 11 JCI Network Attached Engines/Field Servers that are acting as building level controllers. The project will also remove critical obsoleted unit controllers, like chilled water plant controllers, but integrate remaining unit controllers, like VAV box controllers. This will allow for the remaining devices to continue to run and be replaced at failure. All beyond-end-of-life software and firmware that communicate on the base's network will be removed or upgraded within the EMCS network and insecure protocols (NTLM v2, Telnet, HTTP, N2, and Metasys Private Message) will be replaced with secure and DISA approved communication protocols (BacNet, Secured Fox, HTTPS, Kerberos, SMTP, and SSL Platform Daemon). Most remaining unit controllers that communicate directly with corresponding building controllers, but not on the base's network, will remain. Upon completion, the JBC AB EMCS will be entirely consolidated into one system and fully migrated to BACnet over IP protocol. The existing Trane Summit system that communicates with most of these controllers will be able to be decommissioned. All project components and materials shall be installed in accordance with the manufacturer’s technical installation instructions and specifications. Contractor shall provide all tools, qualified labor, materials, equipment, supplies and supervision necessary to engineer, install, and warranty all items in accordance with the following Statement of Work. All work shall be accomplished in accordance with all Federal, State, Local Regulations and applicable guidelines & requirements to include but not limited to the following codes and standards:
