THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE BUREAU OF INDIAN AFFAIRS (BIA).
1. Contract Information
The Bureau of Indian Affairs, Northwest Regional Office, intends to solicit/award a firm fixed price contract under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. Responses to this Sources Sought announcement will be used by the Government to make, if appropriate, an Indian Small Business Economic Enterprises (ISBEE) set-aside or Indian Economic Enterprises (IEE) acquisition strategy decision. The Bureau of Indian Affairs is required to give priority to ISBEE and IEE concerns if there should be enough firms available to compete under a set aside.
No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information. NO FORMAL SOLICITATION IS CURRENTLY AVAILABLE. The official Synopsis citing this solicitation number may be issued on SAM.gov, in the August 2024 timeframe. There may be short timelines for advertising.
This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of the Indian Small Business Economic Enterprises (ISBEE) and Indian Economic Enterprises (IEE) members of the industry who are highly encouraged to respond.
Set-Aside: TBD. Competition and Set-Aside parameters will be decided based on responses to this sources sought. Please clearly indicate your business¿ socio-economic status.

2. Requirements Description
The Bureau of Indian Affairs, Northwest Regional Office, has a requirement for a Quantitative Wildfire Risk Assessment. The Northwest Region (BIA NWR) and adjacent watersheds are home to vibrant communities, diverse ecosystems, wildlife habitats, and valuable natural resources. The area is susceptible to increasing wildfire risks due to various factors, including fire return interval departure, climate change, forest health issues, and human activities. To address these challenges, a holistic approach using wildfire risk and avoided loss spatial analytics is required to develop an effective forest resilience plan that integrates and normalizes risk assessment, mitigation strategies, and sustainable forest management practices into straightforward metrics for prioritization, analysis, and project implementation.
To address the complex challenges inherent in collaborative, large landscape forest management planning, the BIA NWR team and partners seek to leverage high resolution datasets, (including critical, local forest datasets) and sophisticated modeling to generate current and accurate risk and avoided loss analytics packaged in an easy-to-use geospatial database package for use in any geographic information system (ArcGIS, QGIS).
3. Submission Instructions
Responses to this Sources Sought notice must be submitted electronically (via email)
SUBJECT: NWR Quantitative Wildfire Risk Assessment. Please send to Brian Roberts, Contracting Officer, at brian.roberts@bia.gov in either Microsoft Word or Adobe Portable Document Format by Thursday, 1 August 2024, 12:00 pm Pacific Standard Time. All responses must be received by the specified time and due date to be considered. All successfully submitted responses will receive an acknowledgement by return email. ANY RESPONSES RECEIVED AFTER THE SPECIFIED DATE AND TIME WILL NOT BE CONSIDERED.
A Firm's response to this Sources Sought shall be limited to ten (10) pages and should include the following information in their submission:
a. Firm's name, address, point of contact, phone number, e-mail address and UEI number.
b. Firm's small business category and Business Size.
c. Provide a capability statement and/or relevant information on the Firm's Experience/Capabilities as it pertains to the Sources Sought. Contractor will provide a brief explanation of previous work experience with land management agencies in the past year.
PRICE IS NOT REQUIRED AT THS TIME.
4. Disclaimer and Important Notes
This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's abilities to provide the needed services. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in SAM.gov. However, responses to this notice will not be considered adequate responses to a solicitation.
All interested businesses must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a government contract.
The purpose of this sources sought is to survey prospective vendors to collect data, comments, and other information pertaining to this industry. Upon review of the responses to this notice, the BIA will determine if a set-aside (in full or in part) or procurement through full and open competition is in their best interest. Indian Small Business Economic Enterprise (ISBEE) and Indian Economic Enterprise (IEE) set-asides take precedence in accordance with DIAR 1480.401. This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of the Indian Small Business Economic Enterprises (ISBEE) and Indian Economic Enterprises (IEE) members of the industry who are highly encouraged to respond.
The BIA is under no obligation to award a contract as a result of this announcement. No funds are available to pay for any information received from potential sources. All information submitted in response to this announcement is strictly voluntary.
