Project Title: Outfall Design and NPDES Permit Modification for NPDES permit AR0049352

Project Description:
The USDA ARS SNARC is in need of discharge design modifications to better comply with monitoring parameters in NPDES permit AR0049352 while still meeting the operations needs of the facility. The project will consist of three main components:
- Evaluate current outfall, redesign and develop plans to separate the currently permitted sanitary and aquaculture process outfalls.
- Design an EPA compliant disinfection process for the separated sanitary and process outfalls meeting the facilities needs and regulatory requirements.
- Modify the existing National Pollutant Discharge Elimination System (NPDES) permit to reflect the new outfall designs and discharge characteristics.
Scope Of Work:
- Conduct on-site investigations, permit reviews, and evaluate current needs to optimize outfall discharges meeting all regulatory requirements.
- Prepare construction drawings and specifications for changes needed.
- Develop a draft permit modification application that incorporates the new outfall designs and discharge characteristics. This will include:
- Updating the facility description to reflect the new outfalls.
- Providing detailed information on the outfall design, construction materials, and location.
- Revising discharge limitations and monitoring requirements, if necessary, based on the new outfall configuration.
- Preparing any other information required by the permitting agency.
- Coordinate with the permitting agency throughout the modification process.
- Prepare responses to any agency comments or requests for additional information.
- Obtain final approval of the NPDES permit modification from the permitting agency.
Deliverables:
- Outfall design report with drawings and specifications.
- NPDES permit modification application package.
- Final approved NPDES permit.
Schedule:
A detailed project schedule will be developed upon contract award. The anticipated timeline will consider factors such as site investigation complexity, permitting agency review times, and construction lead times.
Acceptance Criteria:
The project will be considered successful upon achieving the following:
- The outfall design meets all technical requirements and regulatory standards.
- The NPDES permit modification is approved by the permitting agency.
- All deliverables are completed according to the SOW and approved by the assigned contracting officer.
Change Orders:
Any changes to the scope of work identified during project execution will require a written change order signed by both parties. The change order will detail the specific changes, associated costs, and impact on the project schedule.
