This is a Sources Sought notice, a market survey for information to be used for preliminary planning purposes. The information received will be used by the Mississippi National Guard to facilitate the decision making process for anticipated requirements. The intent of this notice is to identify potential qualified U.S. owned businesses, including size and status, which could meet the described need.
The Sources Sought Notice is one facet in the overall market research conducted by the Government in regards to whether the proposed solicitation will be issued as a competitive set-aside. No procurement strategy will be determined based solely on the information received in response to this Sources Sought Notice. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice is issued solely for information and planning purposes and IS NOT a Request for Quotation (RFQ), Initiation for Bid (IFB), or Request for Proposal (RFP) nor a promise to issue an RFQ, IFB, or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. The Government is not seeking quotes, bids or proposals and will not accept unsolicited proposals in response to this Sources Sought. The Government will not pay for any information or administrative costs incurred in response to this notice. Respondents will not be notified of the results of this market research.
The Mississippi Regional Counterdrug Training Academy (RCTA) is one of five (5) National Guard Counterdrug training programs that provides curriculum specific focus on counter narcotics and counter transnational organized crime (CTOC). RCTA provides courses that support National Drug Control Strategies and impact the performance of federal, state, and local law enforcement agencies (LEA), community-based organizations (CBO), and military professionals. Course curriculums focus on illicit narcotics interdiction, disruption of drug trafficking organizations, intelligence and analysis, narco-terrorism, homeland security, civil operations, and anti-drug coalition fundamentals. Courses are designed to support the national security objectives of the Deputy Assistant Secretary of Defense - Counter Narcotics (DASD-CN), Office of National Drug Control Policy (ONDCP), National Northern Border, National Southwest Border, and the Caribbean Border Counter Narcotics Strategies. RCTA supports federal, state, and local agencies with current and relevant training maximized by the experiences of top subject matter experts in their field.
There are eight (8) proposed classes for which sources are being sought. They include the following:
- RCTA Technical Instructional Services for Commercial Vehicle Interdiction, Basic and Advanced
- RCTA Technical Instructional Services for Open-Source Tools for Drug Enforcement
- RCTA Technical Instructional Services for Cryptocurrency in Drug Investigations
- RCTA Technical Instructional Services for News Media for Drug Enforcement
- RCTA Technical Instructional Services for Mexican Cartels and their violent tactics
- RCTA Technical Instructional Services for Drug Unit Supervisors Course
- RCTA Technical Instructional Services for Proactive Criminal Patrol
- RCTA Technical Instructional Services for Fentanyl/Opioid Overdose Investigations
A DRAFT copy of a Performance Work Statement for each of the above classes is included with this notice.
A key component to these potential requirements is the need for a contractor with the skills, knowledge, training, education, and experience to provide students instructor-level competence.
In response to this Sources Sought, please provide:
1) Company Name, Point of Contact (POC) email/telephone number, CAGE Code, Unique Entity ID (UEI), business size (Large or Small)
2) Capability statement addressing the particulars of this requirement, with appropriate documentation supporting your companies organizational and staffing capabilities, as well as financial capacity to meet financial obligations (i.e. payrolls, payment of subcontractors, etc.).
3) If subcontracting or teaming agreements are anticipated, please address the administrative and management structure of the arrangements.
4) Listing of any questions that you would need answered in order to adequately respond to a future solicitation, in an effort to maximize competition.
