Custodial Services at Brown vs Board of Education National Historic Park in Topeka, KS.
(i) This is a combined synopsis/solicitation for commercial services being procured in accordance with the format in subpart 12.6, as supplemented with additional information as included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. All clauses may be viewed in the entirety at www.acquisition.gov
(ii) The solicitation number is 140P6024Q0063 and is issued as a request for quote (RFQ).
(iii) The solicitation incorporates provisions and clauses in effect through the current Federal Acquisition Circular 2024-05.
(iv) This requirement is a total small business set aside. The relevant NAICS is 561720, Janitorial Services with a size standard of $22.0 Million.
(v) Line Items: CLIN 0010 Custodial Services Base 1 ea (6 month period), CLIN 0020 Custodial Services Option Period, 1 ea (6 month period).
(vi) Brown vs Board of Education National Historic Park, a unit of the National Park Service, is seeking quotes for custodial services on the first floor. See attached statement of work for full details on this requirement. Any contract resulting from this solicitation will be firm, fixed price.
(vii) The period of performance for the services is anticipated to be 09/15/2024 - 03/14/2025. The actual period of performance will be determined at time of award. Delivery will be FOB Destination. Services must be provided at Brown vs Board of Education National Historic Park in Topeka, KS.
(viii) FAR provision 52.212-1 Instructions to Offerors - Commercial Products and Services (SEP 2023) and the addendum apply to this acquisition see SF18 for further details.
(ix)Provision 52.212-2, Evaluation Commercial Products and Commercial Services (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) price;
(ii) technical capability
(iii) past performance
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before

The Government will determine its level of confidence that a quoter will successfully perform the requirements at Brown vs Board of Education National Historic Park based on its assessment of the firm's technical capability and experience.

The Offeror verifies by submission of their quote that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard(s) applicable to the NAICS code(s) referenced for this solicitation), at the time this quote is submitted and are incorporated in this quote by reference (see FAR 4.1201).
If representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, are not current, offeror shall submit paragraph (b) of 52.212-3 with their quote.
(xi) FAR clause 52.212-4, Contract Terms and Conditions - Commercial Products and Commercial Services (NOV 2023) applies to this acquisition. Addendum to 52.212-4 also applies. Paragraph c is tailored as follows.
(c) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes such as paying office, appropriation data, etc., which may be changed unilaterally by the Government.
