No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The purpose of this announcement is to gain knowledge of interest, capabilities and qualifications of all firms interested in participating in the competition to compete and perform a firm-fixed price construction contract. The Government will not pay for any information provided as a result of this market survey.
The U.S. Army Corps of Engineers, Memphis District (MVM) is conducting research to determine the capabilities of potential contractors to support a project requirement. The Memphis District is seeking qualified, experienced sources capable of constructing a Stringout at Ensley Engineer Yard. The project is to replace the eastern half of the Stringout, which includes the demolition of an existing ramp, existing barges and pile clusters, dredging, construction of the eastern ramp, construction of pile clusters, a GFE landing barge, and GFE Poseidon barges to replace existing material barges that make up the current Stringout. Electrical and mechanical systems will be required in the construction of the Stringout as well. The structure is located in McKellar Lake, running parallel with the northern border of Ensley Engineer Yard. The Contractor shall construct the new Stringout to government specifications. Portions of the contract may require the contractor to manufacture individual parts of the Stringout at another location and transport them to Ensley Engineer Yard for construction.
All responses will be reviewed for preliminary planning purposes in determining future acquisition strategy. Provide no more than five references, of the most recent and relevant contracts, performed within the last five years of work same/similar in nature of which three of these five must involve constructing marine structures. Include name, address, telephone number, and e-mail address of references. Also provide a brief description of the work performed, contract number, total contract value, and period of performance. Submission of information should be limited to no more than five pages.
Acquisition Strategy: U.S. Army Corps of Engineers, Memphis District (MVM), bas been tasked to solicit for and award a project utilizing. Other Heavy and Civil Engineering Construction, NAICS 237990, Firm-Fixed Price contract. The small business size standard for this requirement is $45 million. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 15% of the contract with his/her own employees. Offerors must be registered with the System for Award Management (SAM), including the NAICS code they are bidding under, in order to receive a Government contract award.
