This is a solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.
This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04 dated 06/02/2023.
The associated North American Industrial Classification System (NAICS) code for this procurement is 611420 with a small business size standard of $16 million.
Professional Instruction Services – Cellebrite Courses shall be firm fixed-price (FFP) and inclusive of all instructor labor, travel, and training materials required to conduct a course of up to 14 attendees at the on-site location identified below.
Period of Performance (PoP):The course dates of either 16-20 Sep 2024 or 23-27 Sep 2024 will be coordinated between the Government and the contractor after award.
Place and Performance of Services: The course shall be conducted at the Tucson High Intensity Drug Trafficking Area (HIDTA) located at 7741 N. Business Park Dr, Tucson, AZ 85743. The contractor shall, with some exceptions, provide services
between the hours of 0700-1800 hrs Monday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential.
Requirements: The contractor shall provide a 4-day Cellebrite Course for 11 students that shall include the 2-day Cellebrite Mobile Forensic Fundamentals (CMFF) course, and the 2-day Cellebrite Certified Operator (CCO) course, conducted consecutively. Contractor shall provide one iteration of the 4-day course, on dates to be coordinated between the COR and the contractor after award. The course will be conducted at the HIDTA located in Tucson, AZ. Award will be made to the offeror whose quotation meets all requirements of the SOW and the solicitation and offers the lowest total price to the Government. Only the specified Cellebrite training courses are acceptable – See Attachment 5, Brand Name Justification.
See Attachment 2 for FAR and DFARS provisions and clauses which are hereby incorporated into this solicitation. The clauses will be incorporated into the resultant purchase order.

* Complete 1449 and sign 1449 (Attachment 02)
* Documentation that they are a Cellebrite-authorized reseller

Quotes are due by no later than 5:00 p.m. (EST) on 13 Aug 2024. Quotes shall be submitted via email to Janet LaBell, janet.f.labell.civ@army.mil. The contractor is responsible for ensuring quotes are submitted by the due date and time indicated. Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f).
