THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following in support of VA Southern Oregon Rehabilitation Center & Clinics (SORCC): SORCC has a need for contracted psychotherapeutic clinical consultation. This is for psychotherapy for the treatment of complex Dissociative Identity Disorder in conjunction with Post Traumatic Stress Disorder. STATEMENT OF WORK (SOW) 1. Contract Title. VA SORCC contracted psychotherapeutic clinical consultation. This is for psychotherapy for the treatment of complex Dissociative Identity Disorder. 2. Background. This contract is to provide national level clinical consultation expertise for the treatment of a 70% PTSD service-connected Veteran with severe co-occurring Dissociative Identity Disorder (DID.) The treating psychologist has extensively sought alternative local and national direct treatment resources both in the VA and in the community over the course of more than a year. These efforts are well documented in both CCRB and Education Committee proposals. Treating psychologist needs expert clinical consultation from a board-certified psychologist with 5 years of specialized training in DID to continue providing effective clinical resources. The consultant must also have at least 2 years of experience consulting for service connected veterans that is diagnosed with DID in conjuncture with PTSD. 4. Scope. These services are needed for a period of up to two years with provision for both downwardly titrated frequency of services as Veteran stabilizes, and increased ad-hoc services during any times of crisis. This service is needed due to the lack of expert clinical resources in the community and in the VA as verified by NCPTSD. This service will be provided virtually as consultant resides in Connecticut. Consultation services will be 50 minutes long initially on a weekly basis flexibly titrating down to monthly sessions as clinically indicated. 5. Specific Tasks The Contractor shall: Provide 50 minute clinical consultation video sessions to VA SORCC with a maximum of 21 sessions in the base year. The option year may have no more than 15 sessions. Work with VA provider to flexibly adjust consultation schedule as clinically indicated. 6. Performance Monitoring The table below outlines how the local COR will monitor performance. Security Requirements Services provided will be by an individual/provider/facility that DOES NOT have access to patient records, the VA computer system, or to a potentially sensitive area. 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). Neither GFE, nor GFI, will be provided to the Contractor(s). 9. Other Pertinent Information or Special Considerations. Factors to consider regarding award: High level of expertise. They must be a board-certified psychologist with 5 years of specialized training in DID. The consultant must also have at least 2 years of experience consulting for service connected veterans that is diagnosed with DID in conjuncture with PTSD. Reasonable pricing Easy access through video conferencing utilizing FaceTime as needed on Mondays and Wednesdays from 8am to noon. 10. Risk Control Not applicable. 11. Place of Performance. All services will be provided virtually through video conferencing. 12. Period of Performance Begin immediately pending approval of contract. This is a two year contract. 13.
