The purpose of this amendment is to revoke Amendment 001. The NV Army National Guard (NVARNG) is removing the requirement to “haul away and dispose of old unserviceable mobile rock climbing wall and its trailer.” The deadline to submit questions is extended to Tuesday, August 27, 2024, 11:30 PM PDT and the deadline to submit quotes is extended to Tuesday, September 03, 2024, 11:30 Pm PDT.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
This solicitation is issued as a request for quotation (RFQ) in accordance with FAR Part 12 and 13. All responsible source(s) solicited may submit a quote that shall be considered. Interested parties may identify their interest and capability to respond to the requirement or submit a quote. This combined synopsis/solicitation incorporates the provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2024-05 effective 05/22/2024, and Defense Federal Acquisition Regulation Supplement (DFARS) Change 07/29/2024. In order to be considered for award, vendor must adhere to all quotation requirements detailed herein.
Submit written quotes in accordance with all aspects of this Request for Quote (RFQ) and the attached Climbing Wall Salient Characteristics. Prospective offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with their quotes.
This is a Total Small Business Set-Aside.
The North American Industry Classification System (NAICS) code for this requirement is 339920 - Sporting and Athletic Goods Manufacturing.
The Small Business Association (SBA) Size standards in number of employees is 750.
The Product Service Code (PSC) designation is 7810 – Athletic and Sporting Equipment.
This acquisition has a Defense Priorities and Allocations System (DPAS) rating of: None.

Description:
The United States Property and Fiscal Office Purchasing and Contracting Division on behalf of the NV ARNG Recruiting and Retention Detachment requires a replacement 4-Person Mobile Rock Climbing Wall and towing trailer and removal, at no charge to the government, of unserviceable Rock Climbing Wall and towing trailer with delivery to Carson City, Nevada. See attached Climbing Wall Salient Characteristics.
Quotes must:
1. Be written on official company letterhead that lists the company’s name, address, phone number, Unique Entity ID (UEI), Cage code, and point of contact;
2. Itemized price listing in accordance with the attached Climbing Wall Salient Characteristics;
3. Include a statement acknowledging that the offeror has the ability to conduct annual maintenance (Conducting annual maintenance and any resultant fees are not part of this synopsis/solicitation. The end user requires assurance that the vendor can perform future maintenance when/if needed);
4. Company preformatted quotes are acceptable.

Amendment 001
A. The purpose of this amendment is to add the follwoing requirment: Upon delivery of new mobile rock climbing wall, the Vendor must haul away and dispose of old unserviceable mobile rock climbing wall and its trailer. See attachment Amendment 001 to W9124X24QA004.
B. This amendment removes the acceptance of the SF 1449 as a price quote.
C. The response date and time for quotes is not extended.

This is a Firm Fixed Price Request for Quotation (RFQ) being issued by the Nevada Army National Guard (NVARNG).
The United States Property and Fiscal Office Purchasing and Contracting Division on behalf of the NV ARNG Recruiting and Retention Detachment requires a 4-Person Mobile Rock Climbing Wall with delivery to Carson City, Nevada.
This solicitation is prepared in accordance with FAR Part 12, the acquisition of commercial items in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05 dated 05-22-2024.
This solicitation is a TOTAL SMALL BUSINESS SET-ASIDE and the North American Industry Classification System (NAICS) code for this solicitation is 339920 with an industry size standard of 750 employees and the Product Service Code (PSC) is 7810.
A responsible offeror / quoter is one whose offer conforms to the solicitation and will be most advantageous to the Government. All firms or individuals responding must meet all standards required to conduct business with the Government, including registration with the System for Award Management (SAM), and be in good standing. All qualified responses will be considered by the Government. In addition to providing pricing, each quote must include vendor's CAGE/DUNS number, and must include point of contact information. Failure to provide SAM registration information may result in your quote being disqualified from consideration. IAW FAR 52.204-7 and DFARS 252.204-7007, prospective vendors must be registered and "Active" in the SAM database when submitting a quotation.
Quoted pricing can be submitted via company formatting. Questions concerning this requirement shall be addressed in writing to Mr. Andrew Simbeck @ andrew.simbeck.civ@army.mil prior to 11:30 PDT on Monday 12 August 2024. This is the only means of submitting questions. All questions will be consolidated and answered in the form of a solicitation amendment and posted to this site.
