This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for Quotations number is 70Z085PR240006819 and is issued as a request for quotations (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-65 dated January 29, 2013. The NAICS Code is 611710. The small business size standard is 1250. This is a total small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. All responses from interested vendors must be received on/before 0800pm Pacific Time, Aug 12th, 2024, and will be reviewed by the Government.

Project Management Professional Exam Preparation Training
U.S. Coast Guard Base Charleston, South Carolina
This requirement is for one Project Management Professional (PMP) exam prep training session for up to fourteen U. S. Coast Guard (USCG) students.[AB1] Training is to be provided by an in-person instructor on-site at USCG Base Charleston 1050 Register St, North Charleston, South Carolina (preferred), from Monday 23 September 2024 to Friday 27 September 2024, within the hours of 8:00AM and 5:00PM (ET).
The USCG is able to provide the following to facilitate training:
- Training room
- White board and markers[AB2]
- Projector w/ HDMI hookups
- Wi-Fi
- Students with computers and internet connection[AB3]
The training must include for each student:
- 35 hours of project management education/training as required by the Project Management Institute (PMI)
- A one-year PMI membership.[AB4]
- Course materials, including but not limited to the following:
- A copy of the Project Management Body of Knowledge (PMBOK) in physical format.
- A published PMP exam preparation book (e.g. Rita Mulcahy’s PMP Exam Pep 9th Edition, etc.[AB5] ) in physical format.
- Access to PMI Study Hall practice questions and practice test. [AB6]
Proposals must include:
- Training course description.[AB7]
- Cost breakdown per student.
- Course schedule broken down by day with lessons and terminal objectives listed for each day of instruction
- Instructor’s resume.
- A list of course materials to include the specific edition of any published resources, a description of the reason that edition was selected, and the format in which the material will be provided.
- List of key personnel.
- A list of materials that is expected to be provided by students during training periods.
[AB1]Recommend changing this to either get price per student and set a max number of students beyond what is expected or fix the number of expected students and include an optional additional student that could be “activated” multiple times to add more people to the course up to a certain amount
[AB2]Validate if these are available beforehand. BLDG 55 only has a smartboard that doesn’t do well with dry erase markers
[AB3]Might need to use a hotspot if everyone needs internet. This didn’t really end up being necessary though
[AB4]The PMI membership is not necessary, it’s a nice to have with some good downloadable resources. I thought the key to passing the exam was PMI’s study hall which was $50. Might recommend including a requirement to provide each student with a voucher for study hall.
[AB5]Rita’s is a really good resource, but some vendors expressed that they have their own books published and want to use those instead so it might be worth removing the specific callout.
[AB6]PMI study hall includes both the practice questions and full length practice test. Recommend just requiring study hall in lieu of custom questions. The vendor made questions are normally garbage anyway.
[AB7]Add requirement for a course schedule to be included with the proposal. Scrutinize the proposed schedule to see if it is realistic. 5 days of training to get through all of Rita’s book was a really aggressive timeline
