This combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This combined synopsis/solicitation will result in a Firm Fixed Price commercial services contract.
This Request for Quotation (RFQ) is being issued to establish a Firm Fixed-Price contract for the United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS)-Utah. The Government anticipates the award of one firm fixed priced contract resulting from this solicitation. Helicopter services are needed to measure snow characteristics and report site conditions at select snow courses and SNOTEL sites located at remote locations throughout Utah, Nevada, and the Eastern Sierras during winter months. Additional services will be needed, throughout the year, to ferry supplies and/or equipment to SNOTEL sites for new site installs, plus site repairs, upgrades, and/or maintenance. The contractor shall provide all labor, fuel, supervision, tools, materials, equipment, transportation, and management necessary to provide the charter services, and all repair and or replacement parts necessary to keep aircraft systems covered. Award will be made to the Lowest Price Technically Acceptable (LPTA) quote.
The performance period for this award is estimated to be August 9, 2024 – August 8, 2026. Performance shall begin as soon as possible. Place of performance will be throughout Utah, Nevada, and the Eastern Sierras, according to the attached statement of work. The period of performance will be from award through a base plus one 12-month option period.
Base Period Date of award through 365 days
Option Year One Date of award through 365 days
Helicopter services will be needed for:
- Surveys [winter and spring months].
- Re-stocking SNOTEL sites with recharge and equipment [any time of year].
- Re-building, repairs, upgrades, maintenance, or installing new SNOTEL sites [any time of year].
- Additional helicopter services may be required [any time of year] to gather data and/or do site maintenance/repairs at SNOTEL and snow course sites in addition to expected usage (surveys, re-stocking, and re-building/installing sites).
Based on the difficulty of the mission there are no known number of sites or location of sites that will require rebuilding/repairs due to natural events (e.g. forest fires, tree fall, or animal activity). Due to these circumstances the exact number of flight hours needed for each year cannot be accurately estimated.
