(i) This is a pre-solicitation notice for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. (ii) The solicitation number is 36C24124Q0823 and the solicitation is issued as a request for quotation (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through FAC 2024-05 (eff.05/22/2024), VAAM Alert 24-10 (eff. 04/09/2024), Acquisition Policy Flash 24-08 (eff. 05/22/2024). (iv) This requirement is being issued as an open market, service disabled veteran owned small business (SDVOSB) set-aside. The associated NAICS code is 238220 Plumbing, Heating, and Air-Conditioning Contractors and small business size standard is $19.0 million. (v) The Government intends to award a firm-fixed price award to a contractor to provide supplies and services according to the Statement of Work and to include the line items listed in the price/cost schedule. (vii) The Place of Performance is West Haven VAMC 950 Campbell Avenue West Haven, CT 06516-2770 as described per the Statement of Work. Pre-Bid Site Visit VA West Haven will perform a planned steam outage 08/10/2024 through 08/11/2024 and will accommodate site visits for interested offerors. Potential offerors shall attend a mandatory site visit, complete a sign-in sheet, and observe the Lock out/Tag out within the Boiler Plant. Offerors shall plan to report on site at 7:00 a.m. on 08/10/2024 or 08/11/2024 in the West Haven Medical Center Boiler Plant located behind Building 15 at 950 Campbell Avenue; West Haven, CT 06516 to attend a Safety Briefing and apply contractor Lock out/Tag out. VA Connecticut Healthcare System Facilities Management Staff will escort and provide access to Confined Space 60A and 60B along with any adjacent and/or ancillary spaces. Offerors will be responsible for complying with the VA Connecticut Healthcare System policy for confined space, Lock out/Tag out, all equipment, supplies, and external support to safely enter the confined space to document and investigate existing conditions, determine quantities, and confirm the scope of work. The VACHS confined space permit is required to be completed by qualified individuals identified to perform entry into the confined space and will be coordinated with the VACHS Safety & Outage Coordinator and VACHS Safety Representative on site. The Contracting Officer (CO) and/or Contracting Officer s Representative (COR) specifically reserve the right to reject any of the Service Provider s personnel and refuse them permission to work on the equipment outlined herein, based upon credentials provided. The solicitation will be posted on 08/06/2024 and given this is an urgent requirement, offerors are required to participate in this weekend s site visit to be considered.
