Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research purposes only, to make appropriate acquisition decisions and to gain knowledge of Small Businesses, Veteran Owned Small Businesses (VOSB), including Service Disabled Veteran Owned Small Businesses (SDVOSB), interested and capable of providing CERS Excel Training Services per paragraph five (5) below, for the VA Greater Los Angeles Healthcare System (VAGLAHS). 2. The NAICS for this requirement is 611430, Professional and Management Development Training. The product service code is U099, Education/Training Other. 3. Interested and capable Contractors shall respond to this notice no later than August 12th, 2024 10:00 AM PDT by providing the following via email only to solly.kim@va.gov. (a) company name (b) address (c) point of contact (d) phone and email of primary point of contact (e) UEI number (f) A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in paragraph 5 below. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar services described in paragraph 5 below. 4. SDVOSB/VOSB respondents. SDVOSB/VOSB respondents are encouraged to provide proof of registration in the Veteran Information Pages at https://www.va.gov/osdbu/. Further, SDVOSB and VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. 5. Requirement: Community Engagement & Reintegration Service (CERS) Excel Training 5.1 Background: Community Engagement and Reintegration Service (CERS) is the largest Veterans Health Administration (VHA) homeless program in the country. It is dedicated to serving Veterans experiencing homelessness. Our mission is to provide comprehensive support to veterans, ensuring they have the resources and opportunities to reintegrate successfully into their communities. Our program is data-driven to address these needs effectively. Data collection and analysis are crucial for conducting needs assessments and tracking the effectiveness of our services. Accurate data enables us to identify trends, measure outcomes, and make informed decisions that enhance the quality of our support. By leveraging data, we can optimize resource allocation, improve program efficiency, and ultimately, better serve our Veterans. To further enhance our data management capabilities, our supervisors and administrative staff must use Microsoft Excel proficiently. Most of our reports are generated through Excel. Proper training will equip our team with the skills to manage and interpret data effectively, improving our ability to deliver high-quality services to Veterans. 5.2 General Requirements: The training program will provide comprehensive Excel training for staff, covering three levels of proficiency: Level 1, Level 2, and Level 3. Each level is designed to build upon the skills and knowledge acquired in the previous level, ensuring a thorough understanding and mastery of Excel. Training will include hands-on exercises with dedicated practice time. Level 1 Excel focuses on mastering the basics, including the interface, mouse and keyboard controls, data management, data entry, and basic formatting. Participants will learn to create and edit spreadsheets, utilize fundamental formulas and functions, and create basic charts. The training includes hands-on exercises for practical application. Level 2 Excel builds on these basics, introducing advanced data management techniques like linking spreadsheets, conditional formatting, and Pivot Tables. It covers advanced formulas, formatting options, data protection, and worksheet customization. With hands-on practice, participants will also learn to manage lists and databases to solidify these skills. Level 3 Excel emphasizes advanced data analysis and summarization with interactive pivot tables and complex formulas. It covers automation through Macros, advanced filtering, data validation, and importing/exporting data. Participants will also learn to create forms, protect worksheets, and utilize additional advanced features supported by hands-on exercises. 5.3 Scope: The selected contractor will provide the following services: Excel Level 1 Webinars: Each webinar session shall accommodate 20 participants. A total of two training sessions, with full days for each session. Format: Interactive, live webinar sessions, including hands-on exercises for each session. Experienced facilitators in Microsoft Excel. A link for each training session will be provided to the CERS Training Specialist to support participants for any technical issues to join the room. Excel Level 2 Webinars: Each webinar session shall accommodate 20 participants. A total of two training sessions, with full days for each session. Format: Interactive, live webinar sessions, including hands-on exercises for each session. Experienced facilitators in Microsoft Excel. A link for each training session will be provided to the CERS Training Specialist to support participants for any technical issues to join the room. Excel Level 3 Webinars: Each webinar session shall accommodate 20 participants. A minimum of one full day training session. Format: Interactive, live webinar session, including hands-on exercises for each session. Experienced facilitators in Microsoft Excel. A link for each training session will be provided to the CERS Training Specialist to support participants for any technical issues to join the room. 6. The intended contract period will be for a 12-month contract with the period of performance anticipated to be from September 10, 2024 September 9, 2025. 7.
