The Centers for Disease Control and Prevention (CDC), National Center for Immunization and Respiratory Diseases (NCIRD), Coronavirus and Other Respiratory Viruses Division (CORVD), hereby announces its intent to award and issue a sole source order/contract, firm-fixed price purchase order to Element Biosciences, 10055 Barnes Canyon Road, Suite 100, San Diego, CA, 92121-2718.
Element Biosciences is the only vendor who can provide service engineers that are trained and certified by Element Biosciences, Inc. (“Element”) and are authorized to provide service and support for Element AVITI™ instruments and reagents. The Element Biosciences Service contract includes one scheduled Preventative Maintenance visit per year to perform on-site repairs in case of instrument failure including replacing any worn or torn parts such as valves, syringes, tips, tip assemblies, and tubing. The service contract also includes adjustments and specific tests to instrumentation as outlined in the Service Manual. The service contract also includes telemetry monitoring of instrument function such as software metrics, hardware metrics, system logs, primary analysis metrics, run information, and run logs. If the robotic instrumentation is down, only Element Biosciences factory trained and authorized service representatives shall service and/ or work on the robotic instrumentation and provide technical support.
This contract action is for a service which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). The NAICS code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing. Interested vendors that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Specialist by August 22, 2024. The Contracting Specialist will not respond to verbal request. All requests must be in writing.
This is not a request for competitive quotations; however, the Government will review any/all product, capabilities, and pricing information submitted prior to the closure of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
