This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued.
The USDA, ARS, Quality and Safety Assessment Research Unit in Athens, Georgia requires one (1) enhanced darkfield illumination system.
In accordance with the procedures in FAR Part 12 and 13, this Request for Quotes (RFQ), number 12405B24Q0483, is available through electronic commerce via the System for Award Management (SAM) at www.sam.gov. This RFQ is being issued as a total set aside for small business under the North American Industry Classification System (NAICS) Code 334516 Analytical Laboratory Instrument Manufacturing. The applicable small business size standard is 1,000 employees. The resulting purchase order will be a firm-fixed price type.

The resulting award will include one (1) line item that includes all items listed below:
Enhanced darkfield illumination system (EDIS) for microscope. EDIS is needed to develop high-resolution hyperspectral microscope imaging system for foodborne pathogen identification. Will be assembled in microscope with a scientific CMOS camera. Essential to conduct research pertinent to the NP108 project plan for rapid, high-throughput smart optical system for foodborne bacteria detection.
EDIS with Liquid Light Guide VIS-NIR, Illumination System with Output Regulation & IR Filter Holder, Necessary Adapters, and User Manual.
Must fit onto research grade Nikon and Olympus upright or inverted microscopes.
Must contain a 1.2-1.4 NA cardioid oil condenser, capable of accepting source illumination directly via liquid light guide and producing automated realigned Koehler illumination.
Must include a variable power halogen light source with aluminum housing bulb to produce smooth illumination from 400nm-1,000nm. Variable power must produce a maximum of 150 watts. This light source must connect via liquid light guide.
Must allow for user-controlled optimization of critical illumination without any degradation of Koehler illumination. System must fit onto condenser mount the research grade optical microscopes outlined in the first bullet above.
Must enable optical detection of metal nanomaterials down to 10nm in solution or adhered on glass slide. The enhanced darkfield optics must enable signal-to-noise enhancement of up to 7x over standard microscope darkfield condenser optics.
Verification of both the optical detection of 10nm metal nanoparticles and a 7x improvement in the optical signal-to-noise over standard darkfield optics must be provided in an independent documented manner, such as a peer-reviewed publication.

(a) The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the date of the clause.

452.204-70 Modification for Contract Closeout. (DEVIATION JUL 2020)
(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
