Project Title: Horse Trailer Wilderness District Gila National Forest
This is a combined synopsis/solicitation for commercial products prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotes are being requested and a written solicitation will not be issued. Solicitation 127EAV24Q0086 is issued as a request for quote (RFQ). This procurement is being issued as a 100% SMALL BUSINESS SET-ASIDE. The Gila National Forest is seeking to purchase a Horse Trailer. The applicable NAICS is 336212-Horse Trailers, fifth-wheel-type, manufacturing, for which the small business size standard in employees is 1000 (PSC: 2330 Trailers). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Regulation Circular 2024-05 dated May 22, 2024. The result of this requirement will be a Firm Fixed Priced (FFP) contract. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. The contractor shall provide pricing in accordance with the Schedule of Items.
The (Contractor) shall construct and deliver a 24 foot by 6’8” wide (approximate), two axil gooseneck stock trailer which shall be durable and heavy duty for the purpose of hauling livestock across the forest and for use at times in difficult terrain. Trailer shall be grey or white in color or as negotiated between vendor and forest service to meet standard acceptable colors. Trailer shall meet all minimum specifications as described in the attached Statement of Work (SOW) titled “306 Q4 CON POW for Horse Trailer Gila National Forest” and include delivery to the Wilderness Ranger Station located at 3005 E. Camino del Bosque, Silver City, NM 88061.
Heavy duty trailer shall be gooseneck style with minimum 8 inch box channel upright. All framing shall be a minimum of 1 inch x 3 inch tubing for siding with minimum 1 inch pipe runners on sides above tubing and for roof. Wall posts shall be a minimum of 1-58 inch formed steel with 4 inch channel for cross members with a maximum spacing of 48 inches on center. Roof shall be galvanized metal 18 gage minimum. Fenders shall have a minimum gage rating of 10. Flooring shall be composite for all weather. Approved alternatives may be acceptable. Trailer shall also include a minimum 1-58 inch steel pipe bumper with a back roller for cases where read of trailer might drag is preferable. Trailer shall meet all lighting and regulations for legal highway use. Painting shall be grey, white or another COR approved color which is factory standard and meets Forest needs. Painting shall be professional automotive quality which is durable, smooth and aesthetically pleasing.

Basis for Award: Offers will be reviewed for conformance to the requirements of this RFQ. Award will be made based on the Lowest Price Technically Acceptable (LPTA) offer that meets or exceeds the acceptability standards for technical factors listed in Section M. Failure to provide adequate information for Technical subfactors a & b will result in the offer not being placed in the eligibility group of technically acceptable, which will remove the offer from further consideration.
