Strategic Missile Integration Complex (SMIC) Summary:
The Air Force is conducting market research to identify potential sources for management of the Strategic Missile Integration Complex (SMIC), located on Hill Air Force Base. This workload is currently being performed by the 309th (MMXG). This Request for Information (RFI) is intended to gather information and feedback from potential sources for operations and maintenance support of the SMIC. The SMIC is a Test and Integration center that supports testing for the Intercontinental Ballistic Missile (ICBM) Minuteman III (MMIII) weapon system. SMIC facilities are used to perform weapon system and subsystem level testing to validate and verify performance and specifications of potential modifications to the weapon system. The SMIC is comprised of both field representative and simulated weapon system facilities and equipment, as well as specialized test equipment and data acquisitions systems to support testing objectives. The SMIC also provides the capability to conduct anomaly root-cause investigations and life extension research without disturbing the alert status of the fielded weapon system. All contractors at the SMIC shall interface directly with the System Program Office (SPO) for oversight in the management of SMIC operations, testing, planning, sustainment engineering, equipment development, training/tours, configuration management, and all maintenance activities, planned or unplanned, for SMIC facilities and equipment. Any performance attributes, roles, or requirements listed in the Request For Information (RFI) are intended to solicit initial interest, capabilities, and background from the industrial base to determine viability. This RFI will determine the industrial base of contractors interested and will aid the government in determining contractor capabilities.

Questions for Interested Contractors:
Experience:
- Provide a brief history of your company including core business areas, unique value propositions, and what distinguishes you from other industry competitors for this role.
- Provide examples to demonstrate your company’s experience in operating and maintaining ICBM assets and specialized support/test equipment using DoD authorized technical data?
- Provide examples to demonstrate your company’s experience supporting ICBM Operational Test and Evaluation (OT&E) and Developmental Test and Evaluation (DT&E) activities, and the company’s competence with DoD and Air Force instructions, manuals, and other governing documents related to weapon system testing and configuration control.
- Describe how your company plans to resource the workload, (i.e., what mix of skills and experience you anticipate using for the work, do you have existing personnel with the skillsets required, how you will attract and retain personnel with the necessary skillsets, do you anticipate sub-contracting any of the work out, etc.).
- What service contracts has your company successfully managed that have a similar scope to this effort?
- Provide examples that demonstrate how your company has improved processes, increased product/service quality, and leveraged or advanced technology in ways that benefit the Air Force.
Resources:
- Describe how you would procure, manage, control, and maintain non-specialized tools, toolboxes, and other general equipment to be used by engineers and technicians during development, testing, and maintenance operations.
- Describe how you would procure, manage, and maintain vehicles, forklift(s), and small utility vehicle(s) used to transport equipment between SMIC facilities and repair shops.
- Describe your existing infrastructure and/or provide an integration plan to maintain or enhance SMIC relations with Hill AFB and ICBM resources (such as Depot Maintenance organizations, Hazardous Supply Group, Precision Measurement Equipment Laboratory (PMEL), Defense Logistics Agency (DLA), 75th Air Base Wing (ABW) organizations, etc.).
Timeline:
- Describe a general transition plan for personnel, equipment, training, and data, with a transition schedule and total projected time required to reach full operational test status at the SMIC.
Contracting Strategy:
1. Describe a proposed or preferred contract type, such as a (1) Definitive Contract or an (2) Indefinite Delivery Indefinite Quantity (IDIQ) contract which could have separate task orders for each test and maintenance activity.
2. Describe a proposed or preferred contract pricing arrangement such as (1) Firm Fixed Price (FFP) or (2) Fixed-Price Level-of-Effort (FPLOE) or (3) Cost Plus Fixed Fee contract, (4) Cost Reimbursable or a combination of pricing arrangements, etc.
