This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W912L7-24-Q-0550 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05 effective 22 May 2024. The associated North American Industrial Classification System (NAICS) code for this procurement is 721110 Hotels (except Casino Hotels) and Motels and with a small business size standard of $40M. This requirement is SMALL BUSINESS SET-ASIDE.

MEALS
This is a Request for Quote (RFQ) for the 278TH HSAD LODGING PreMOB with Conference Room for Meals to be delivered. The period of performance is 25-28 SEPT 2024.
Please fill in the Excel sheet for the LODGING and MEALS and 52.204-26 (ATTACHED IN SOLICITATION) send it back to me by FRIDAY, 23 AUGUST 2024 @ 11:00 am CST/12pm EST.
All responsible sources may submit an offer, which shall be considered by this Agency. 5.0 Requirements: The contractor shall:

- Lodging: Total of each days are below and broken down on the attached Excel Hotel Room Roster. NOTE – The lodging and meal requirement has 6 locations.

Hotel Rooms: 879 TOTAL
- Request Military per diem
- Tax Exempt form will be provided
- Specify if hotel provides free Breakfast
- Request free parking
- Hotel Rooms must be inside, no hotels with outside rooms
- More than one hotel can be used. Please keep the hotels close as possible. Only one contract will be awarded.
- Hotels must be 2 Star or more.
- Hotel will need to provide a conference room or a space for food to be delivered to the Soldiers for Breakfast, Lunch, and Dinner.
Number of Soldiers per location:

Requesting a Conference room for specified number at each location or place to have meals delivered for Breakfast, Lunch, and Dinner. Requesting 2 hours for meals (Breakfast. Lunch, and Dinner)
- If meals are not allowed to be delivered, please specify if the hotel has a restaurant or catering.
- Specify the room or space the Soldiers will be able to eat Breakfast and Dinner and the max number of persons that room will hold.
- Please provide a menu with pricing.
First day---lunch and dinner

- Delivery Meals will be delivered to the hotel (hotel and room will be noted at time of award)
Please fill in the attached Hotel and Meal Roster with the final price. The federal government request the per-diem rate.
The names on the hotel roster will be the rooming list for the hotels.. All room prices shall include any applicable taxes, except Sales tax and State taxes.
The Federal Govt is tax exempt. A Tax-Exempt form will be provided at time of award.
REQUIREMENTS TO RETURN WITH QUOTE
52.212-2 EVALUATION - COMMERCIAL ITEMS: As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers
a. Technical, facility must be able accommodate the hotel rooms and conference rooms for meals. If not a conference room, must have space for meals up to 2 hrs per meal time as stated in section 5.0 of the PWS.
b. Price
c. Sam record
d. 52.204-26 Must be filled in
Technical and Price, when combined, are more important than Past Performance. Price is a non-cost factor
The government will use FAPIIS / CPARS for PAST Performance evaluation(s). For those with no record please submit up to five previous contracts within the last three years with your quote; Include Contract Number, Point of Contact, Email/Phone, and Agency
- Third Party vendors requirements:
- Vendor will provide facility/hotel agreement with proof of holding conference rooms and meals included.
- Return FAR 52.204-26 Attachment with quote
- Vendor must have 721110 NAICS Code
- Vendor must submit Quote on time in order to be consider in award process.
- Vendor must comply with the Solicitation and RFQ pricing template in order to be considered for award.
- Award will be based on Technical and Price that is most advantageous to the Government and ability to comply with the Solicitation.
- Invoicing/Billing will be done electronically through WAWF-Wide Area Workflow - https://wawf.eb.mil/ after event has been completed.
- Award/Contract is a firm fixed price contact. Notification of award or acceptance of an offer will be emailed to the contractor.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Not Applicable -No Options
(c) -A written notice of award or acceptance of an offer, emailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
