VERAROSA 2 THINNING, BUREAU OF LAND MANAGEMENT, SOCORRO FIELD OFFICE, SOCORRO COUNTY, NEW MEXICO
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and attachments constitute the only solicitation; quotes are being requested and a written solicitation will not be issued. Consider this solicitation (140L3724Q0146) as a Request for Quotes (RFQ). This solicitation documents incorporate provisions and clauses in effect through Federal acquisition Circular 2019-03. This solicitation is set-aside for small business. NAICS 115310 - Support Activities for Forestry - Fuels Management Services. The small business size standard is $34.0 million. Product Service Code F014 - Natural Resources / Conservation - Tree Thinning. The resulting purchase order will be a firm-fixed price type contract. Project Purpose
Clearing and thinning of pinyon-juniper forest shall be conducted in the area as outlined in the statement of work to promote watershed health, improve wildlife habitat, and provide a reduction of hazardous fuels.
Location of Project
The project area is located on Bureau of Land Management (BLM) administered lands about 13 miles southwest of Red Hill, New Mexico in Catron County. It is close to the border of Arizona and New Mexico, 8 miles south of NM Highway 60. The project area is a variable mix of closed to moderately open woodlands and meadows encroached by woodlands on low to moderately steep terrain on rolling hills.
Boundaries of Project Area
Boundaries will be explained on the ground and identified on a georeferenced PDF map, for use in Avenza Maps. The thinning will occur in sections 8 and 9 of Township 2 South, Range 20 West. (See attached map). The thinning will occur in these sections, but the exact boundaries of the thinning will vary slightly from the map provided, no more than 20 percent. The acreage will remain the same at 450 acres. The two track roads in the map and the power line are highlighted and will be excluded from thinning.
Access
Directions to Vevarosa 2 Thinning. From Springerville, Arizona, take US Highway 60 (also called 191) to County Road 4225 (South side of highway). Travel on County Road 4225 for about 4.5 miles and take the right at the Y to stay on 4225 for another 8.6 miles. Turn left on Forest Road 205 for 8 miles. At the power line road turn left or north for 1 mile to reach the project area.
Project Purpose
The purpose of this contract is to provide services for improvement of forest/woodland health. This will also reduce hazardous fuels and improve wildlife habitat. Slash would be left on site. Tree canopy will be reduced allowing native grass to grow and improving rangeland health.
Threatened and Endangered Species Mitigation
Mexican wolves are known to be in the general area where the thinning will occur. Crews will be requested to report sightings to BLM personnel, who will relay this information to USFWS wolf biologists. Mexican Wolves den between April 1 and May 1. If a den was found in the area or within a ½ mile buffer, the thinning area would be adjusted to accommodate this. The thinning prescriptions would all remain, just the geographic area will change.

The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and provides the best value to the Government on a Lowest Price Technically Acceptable.
