The U.S. Army Corps of Engineers (USACE), St. Paul, District is seeking interested and capable sources for the Baldhill Dam Ogee Spillway Concrete Repair Project. The main purpose of this project is to repair the downstream concrete surfaces of the ogee via (1) typical concrete removal and replacement and (2) injecting chemical grout into two construction joints to stop the intrusion of water, thereby extending the longevity of the downstream concrete spillway surfaces. The two joints are transmitting water from the upstream pool into the ogee, and freeze-thaw during seasonal/diurnal cycles is degrading the downstream face of the ogee.
In addition to concrete spillway repairs, the scope will also include the following additional items: (3) Toe drain repairs to include repair broken drainpipe breaks below the riprap at the toe of the ungated spillway and inspection of drains under the spillway slab. (4) Replace Tainter gate corroded skin plate splice fasteners with corrosion resistance bolts and apply spot painting. (5) Riprap repair immediately below the tailwater weir to fill a scour hole in the outlet channel on the ungated spillway.
Our intent is to issue a competitive solicitation in approximately January of 2025 for the award of one firm-fixed-price contract.
The North American Industry Classification System (NAICS) code for this project is 237990; Other Heavy and Civil Engineering Construction with a small business size standard of $39.5M.
The estimated magnitude of construction is between $1,000,000 and $5,000,000. The contract will require 100% performance and payment bonds.
Information submitted in response to this notice will be used in determining whether this acquisition, once issued, is set-aside for small business concerns, set-aside using another type of small business set-aside (e.g. HUBZone, WOSB, SDVOSB, etc.) or solicited as an unrestricted procurement (full and open competition) under the aforementioned NAICS. It is your firms’ responsibility to provide adequate detailed information for the Government to determine, without doubt or further clarification, that your firm is capable of completing a project of this scope and complexity.
