INTRODUCTION:
The Utah Army National Guard (UTARNG) is conducting this SOURCES SOUGHT (RFI) notice to help determine the availability and technical capabilities of small businesses in the marketplace (to include the following subsets, Small Disadvantaged Businesses (SDB), HubZONE, Certified 8(a), Service Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman Owned Small Businesses (WOSB)) to provide and support a new Transmission Test Stand Dyno for the Utah Army National Guard located at Joint Force Headquarters (JFHQ) building in Draper, Utah.
DESCRIPTION:
The UTARNG has a requirement to potentially procure a heavy-duty transmission test stand dyno to help assist in troubleshooting, repairing, and overhauling their heavy-duty vehicle transmissions. Our potential requirement is as follows:
1. The UTARNG military vehicles utilize a WTEC Gen4/Gen5 transmission electronic control unit (ECU) that controls shifting of the transmission and assists with troubleshooting. The Power Test AIDCO 450E transmission stand meets this requirement.
2. The Power Test AIDCO 450E Transmission Stand is the only manufacturer that offers an electronic interface system for the WTEC Gen4/Gen5 controllers used in the military equipment utilized in the UTARNG.
3. Testing of the ECU and other electronic components before installation of the transmission in the vehicle will ensure more precise troubleshooting, lower repair times, reduce repair parts costs, or the need to purchase a new transmission.
4. AIDCO 450E Transmission Stand provides all adapters and flange kits to mount and test every transmission model that is currently in use by the UTARNG.
If your firm is interested in this requirement and you believe you can support and fulfill our upcoming Transmission Test Stand Dyno, your company MUST be registered and active on www.sam.gov as a qualified small business offeror under the NAICS code 334519 - “Other Measuring & Controlling Device Manufacturing” (or very similar NAICS code) which has a Small Business Size Standard of 600 employees (https://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf). Your company must also demonstrate you have relevant experience performing work on similar service requirements or contracts relating to this specific service requirement. An organization that is NOT registered on www.sam.gov as a small business offeror under the applicable NAICS code (or very similar NAICS code) should NOT submit a response to this notice.
The current intent is to potentially award a forthcoming Sole Source Small Business Transmission Test Stand Dyno award that will be commercial in nature.
