Combined Synopsis ‐ Solicitation for Commercial Items (IAW FAR 12.603)
This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ), solicitation number FA460824QC055, is IAW FAR Parts 12 and 13 and is IAW provisions and clauses in Federal Acquisition Circular (FAC) 2024‐05, effective as of 22 May 2024. This is a total set aside for small business and the associated North American Industry Classification System (NAICS) number is 333923. The small business size standard is 1,250 employees.
***NOTICE TO OFFERORS***
Funds are not presently available for this effort. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. If funds are not available to fund the entire contract value, the Government reserves the right to re‐evaluate quotes by unit price per item and issue an award on a SOME, NONE, or ALL basis for each individual item needed.

Description/Purpose:
This RFQ, solicitation number FA460824QC055, is for the design and installation of two (2) Fall Restraint Systems on behalf of the 307th Aircraft Maintenance Squadron (307 AMXS) located on Barksdale AFB, Louisiana.

A site visit will be held on Barksdale AFB at Building 6604, Hanger 1 (817 Lindberg Road) on Wednesday, August 21, 2024, at 9:00 AM Central Daylight Time (CDT). Offerors attending the site visit will meet at the front entrance of Building 6604. Once all attendees have arrived, the group will be escorted into the building. Site visit attendance is recommended; however, it is not mandatory.
If attending the site visit, please RSVP via email to SrA Lorenzo Kawaihalau‐Delena at lorenzo.kawaihalau‐_delena@us.af.mil and Tiffany Collazo at tiffany.collazo.2@us.af.mil no later than (NLT) 12:00 PM CDT on August 20, 2024. RSVP emails should include company name, the name of the individual(s) attending the site visit, company phone number and phone number of the individual(s) attending the site visit. Please state in the RSVP email whether the attendee(s) has base access or not, and which of the two entry control points listed below will be used when entering the installation. On the day of the site visit, offerors who do not have base access will need their Driver’s License, vehicle registration, and proof of insurance to obtain access to Barksdale AFB. Site visit attendees may use the entry control points listed below:
1.) Contractors driving a noncommercial vehicle will meet at the West Shreveport Gate Visitor Center, located at Wilbur Wright Dr, Barksdale AFB 71110, NLT 8:15 AM CDT on August 21, 2024.
2.) Contractors driving a marked commercial vehicle will meet at the Industrial East Gate, located at 300 Miller Rd, Bossier City, LA 71112, NLT 9:15 AM CDT on August 21, 2024.
