SPECIAL NOTICE: Program Executive Office Intelligence, Electronic Warfare and Sensors Request For Information - Tactical Intelligence Targeting Access Node (TITAN).
THIS IS NOT A NOTICE OF Request for Proposal (RFP) ISSUANCE. Responses to this request are voluntary and will not affect any contractor's ability to submit a proposal if, or when, an RFP is released for a future effort. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. It is issued to invite industry to share their thoughts with the Government on production, continued updates, and initial support of TITAN.
No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this request.
Information received will not be considered confidential/proprietary unless marked accordingly. Company proprietary data will be reviewed by Government employees and authorized representatives only. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. No award will be made as a result of this request. This request is for informational purposes only to promote exchanges of information with industry in accordance with Federal Acquisition Regulation (FAR) part 15.201. The Government will not pay for any information and/or materials received in response to this request for information and is in no way obligated by the information received.
- SYNOPSIS
The United States (U.S.) Army, Program Executive Office Intelligence, Electronic Warfare and Sensors (PEO IEW&S), Project Manager Intelligence & Analytics (PM IS&A), and Product Manager Intelligence Systems (PdM IS) are issuing this Request For Information (RFI) as a means of conducting market research to help scope a future contract activity.
- INTRODUCTION
REQUEST FOR INFORMATION ONLY. The purpose of this posting is to notify industry of an RFI regarding the production of the Tactical Intelligence Targeting Access Node (TITAN).
MISSION: TITAN is a scalable and expeditionary intelligence ground station that supports commanders across the entire Joint All Domain Operations (JADO) battlefield framework with capabilities tailored to echelon. TITAN leverages Space and High Altitude, Aerial, and Terrestrial layer sensors to provide target nominations directly to fires command and control networks as well as multi-discipline intelligence support to targeting and Situational Awareness (SA)/Situational Understanding (SU) in support of mission command.
DESCRIPTION: TITAN is the next-generation, Artificial intelligence (AI)-enabled, expeditionary, maneuverable intelligence ground station to support Multi-Domain Operations (MDO), Joint All-Domain Operations (JADO), and Long-Range Precision Fires (LRPF) providing Multi-Domain Deep Sensing, Analysis and Processing, Exploitation, and Dissemination (PED). TITAN will receive sensor data from Space, High Altitude, Aerial, and Terrestrial layer sensors to provide actionable targeting information directly to fires networks as well as multi-discipline intelligence support to targeting and Situational Awareness (SA)/Situational Understanding (SU) in support of mission command.

- RESPONSE INSTRUCTIONS
Responses related to this Government issued RFI are due no later than 04 September 2024, 5:00pm (close of business) in the form of a whitepaper.

The whitepaper should not exceed 10 pages, not including the cover. The whitepaper must address the following information requests listed below.
The Government is requesting the following information from Industry:
- Please include the following Company overview information with your response:
- Company name, NAICS, and CAGE code
- Company size and locations
- Traditional/non-traditional defense contractor
- Point of contact and email address
- A narrative that describes how the software solution will:
- Satisfy each item in the desired capabilities and features listed in paragraph 5.
- The ability to host the software solution in a virtual environment, to include a commercial cloud or fixed hardware. Please include CPU, RAM, and storage requirements for the software solution
- BACKGROUND
The Army’s pivot to Large-Scale Combat Operations (LSCO) has underscored a critical need for modernized Army Intelligence, Surveillance, and Reconnaissance data processing ground station that will consolidate the sensor processing capabilities in the current Operational-Intelligence Ground Station (OGS), Tactical Intelligence Ground Station, the Advanced Miniaturized Data Acquisition System Dissemination Vehicle, and the Remote Ground Terminal into a tailored package suitable for Multi Domain Operations. Additionally, TITAN will have the access and sensor tasking or control capabilities of the future Tactical Space Layer assets, National assets, the Multi-Domain Sensing Systems, and commercial overhead sensors. Consequently, the TITAN system would be able to conduct deep sensing operations with the ability to Task, Collect, Process, Exploit, and Disseminate information from Space, High Altitude, Aerial, and Terrestrial Layer sensors, in support of Long-Range Precision Fires.
- REQUESTED INFORMATION
Use the following assumptions to answer the questions to the best of your knowledge. Please include any additional assumptions or recommendations.
• Scope of work: Production of TITAN systems, perform software updates, and provide initial support of systems
• Cost: ~$1 to ~$1.5B
• Schedule: FY26-FY31
• Performance/Production TITAN ~94 TITANs.
• ~ 36 TITAN Advanced. Designed for Division and above. The security domains represented in a TITAN Advanced shall SIPRNet and JWICS with a cross-domain solution capability between them. An Unclassified Commercial network shall also be incorporated.
• ~58 TITAN Basic. Designed for Division and below. The security domains represented in a TITAN Basic shall include SIPRNet and Secure But Unclassified – Encrypted (SBU-E).
• Fieldable TITAN system produced supposes:
• Integrated HW/SW compatible with relevant Mission Command Information Systems (MCIS) (i.e. Intelligence, Maneuver and Fires).
• Training Materials
• Field Service Engineer Support
• Logistics Support (Fielding, Spares, and Warranties).
• TITAN Acquisition Strategy:
• Major Capability Acquisition for Hardware.
• Software Acquisition for Software.
- SUMMARY
To address these capability needs Product Manager Intelligence Systems is requesting information for consideration in the development and production of future TITAN systems.
