REQUEST FOR SOURCES - SMALL BUSINESS CONCERNS
For: Solid Waste and Recyclable Collection and Disposal services for Lincoln Home National Historic Site, Springfield, Illinois
This is a Sources Sought synopsis only and not a presolicitation notice. Pursuant to FAR Part 10, Market Research, this sources sought is being posted to determine the availability, capability, and interest by small business commercial sources for performing solid waste and recyclable collection and disposal services on a regularly scheduled basis throughout an annual period of performance at the Lincoln Home National Historic Site in Springfield, IL.

BRIEF DESCRIPTION OF SERVICE: Lincoln Home National Historic Site preserves 36 historic and non-historic houses and associated outbuildings within its four square city blocks, 12.28 acre boundary, that date from the Lincoln-era, including the Lincoln Home.
(1) The service would require Contractor to provide two (2) 4-cubic yard covered refuse containers for trash/solid waste removal, and one (1) 4-cubic yard covered single stream recycling container. The containers would be staged at one or more locations within the two square city blocks of the Lincoln Home NHS.
(2) The containers shall not exceed 7 feet in width, 8 feet in length, or 8 feet in height. The containers shall have either a side door opening or double lid opening to allow users to easily dispose of trash from the side of the unit or from the top.
(3) Schedule:
(a) Solid Waste collections
Two (2) days per week (Tuesday and Friday), between the hours of 6:00 a.m. and 9:00 a.m. central time.
(b) Recyclable collections
One (1) day per week (Wednesday) between the hours of 6:00 a.m. and 9:00 a.m. central time.
(c) No collections outside designated hours shall occur unless previously approved by the Authorized Park Representative.
(d) No collections shall occur on federal holidays. If the holiday is observed on a Tuesday, Wednesday, or Friday, collection shall occur on the following business day.
(4) The site is open to the public, and extreme care shall always be used when entering, leaving and operating on Park grounds. Speed of vehicles or equipment shall not exceed 5 mph within the park boundary. Drivers must obey all posted traffic control signs while driving in the Park and be aware of cross sidewalks to the alleyways, and pedestrians crossing the alleyways.
(5) Contractor shall make collections during periods of inclement weather. In cases of severe weather, the Authorized Park Representative may grant an exception.

There is no set-aside determination at this time; however, the National Park Service is contemplating setting the acquisition aside to small business concerns if there is sufficient interest, availability, and capability among small business firms to garner adequate competition.
This Sources Sought is neither a request for quotes (RFQ) nor a solicitation of offers (RFP); nor does it represent a promise to issue an RFQ or RFP in the future. Information received will be considered solely for the purpose of acquisition planning and for determining whether conducting a competitive solicitation as a small business set-aside would be viable and advantageous to the Government.
Responses to this Sources Sought are not quotes or offers and cannot be accepted by the Government to form a binding contract. Please be advised the Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated will be solely at the Respondent's expense. All submissions become Government property and will not be returned. Not responding to this Sources Sought does not preclude participation in any future RFQ or RFP, should one be issued.
Responses must provide clear and concise documentation which evidences the respondent's bona fide capability to provide solid waste and recyclable collection and disposal services. The Respondent is to submit:
1) A capability statement that addresses the respondent's/organization's qualifications and ability to support and perform as a prime contractor for the aforementioned service.
2) Responses should contain the Respondent's Company Name, Address, Point of Contact, UEI Number, Cage Code, Phone Number, Email Address, a statement as to whether your company is domestic- or foreign- owned, and size of business pursuant to NAICS Code 562111 (small business size standard $47 million).
3) All proprietary information that is not to be disseminated in follow-on Government documents must be clearly identified in the Respondent's response.

It is the responsibility of the interested parties to monitor the SAM.gov website for additional information which may be posted pertaining to this Sources Sought or should a RFQ or RFP be subsequently issued.
Since this is a Sources Sought only, its results will not be issued to the respondents.
