This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, W9127Q-24-R-0025, is being issued as a Request for Proposals (RFP) using Contracting by Negotiations procedures from FAR Part 15. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2024-03, Effective 23 February 2024, and the Defense Federal Acquisition Regulations (DFARS) updated 20240729, Effective 07 July 2024. The provisions and clauses incorporated into this solicitation are attached separately on Attachment 1 Full Text Provisions and Clauses. This procurement is being issued as a Total Small Business Set-Aside. The North American Industrial Classification System Code is 611699 with a standard size of $16,500,000.00. The Government contemplates an award of a Firm Fixed Price contract for one year.
Contractor shall provide Technical Instructional Services for Mexican Cartels and Their Violence and Mexican Drug Cartel Investigations in accordance with the Performance Work Statement (PWS) and Contract Line Items and quantities as follows:
CLIN 0001, Technical Instructional Services, Mexican Cartel and Their Violence, Base Period (Period of Performance (PoP) 01 September 2024 through 31 August 2025), Quantity/ Unit of Issue: 6 each

Proposal prices for CLINs 0001, 0002, 0003, and 0004 shall be firm fixed price (FFP) and inclusive of all labor, materials, travel, supervision, and associated services required to perform the training described within the Performance Work Statement (PWS).
The Service Contract Act applies to this acquisition. Reference Attachment 4 Service Contract Wage Determination 2015-5169, Revision No. 24 for the wage determination that is applicable to this acquisition. All proposals shall reference RFP number W9127Q-24-R-0024.
The contractor shall refer to all associated attachments for a description of the past performance and technical document submissions that are required with the proposal package. The contractor shall also refer to Attachment #5-Evaluation Criteria for the evaluation criteria that will be used to evaluate and rate each submitted proposal. It is the Government’s intention to award without discussions.
Proposals are due at 5:00 PM local (CDT) time on 23 August 2024 at the USPFO for Mississippi, Purchasing Contracting Division, ATTN: Brian Fortune, 144 Military Drive, Flowood MS 39232, Electronic proposals should be submitted via email to Brian Fortune, brian.p.fortune.mil@army.mil, and David Oglesby, david.a.oglesby.civ@army.mil. Facsimile proposals will not be accepted. Regardless of how proposals are sent, the contractor is responsible for following up to ensure that they are received in the USPFO P&C Office by the due date/time. Questions may be submitted in writing(email) to the email addresses identified for receipt of proposals. Questions can be submitted no later than 5:00 PM, 21 August 2024.
