This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued through SAM.
Solicitation W9127N24Q0124 is for soliciting for a non-personnel services contract to repair, test, and re-certify the water mist system that protects the oil rooms and transformer vaults at The Dalles Dam located in Klickitat County, Washington. This firm fixed priced contract is for inspection, replacement of deficient devices, programming, and a full system test resulting in a water mist system that is fully operational and re-certified and is hereby issued as a Request for Quote (RFQ).

The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2024-06.
This solicitation is advertised as a total small business set-aside under NAICS 541990 – All Other Professional, Scientific, and Technical Services, with a size standard of $19.5M. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award.

Period of Performance: (PoP) A post award conference is expected to be held between the contractor and customer seven (7) days after issuance of award. NICET Certifications & Siemens Certifications will also be required within this timeframe. Please refer to the PWS section 10.0 for additional information regarding the period of performance and schedule of deliverables.
Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. For offerors with a current registration in the System for Award Management (SAM), complete paragraph (b) of the provision and submit with the response to the RFQ.
