This is a combined synopsis solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9127Q24R0028 is being issued as a Request for Quotation (RFQ) with OPEN MARKET PRICING. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2024-05, Effective May 22, 2024 and the Defense Federal Acquisition Regulations (DFARS) Publication Notice (DPN) dated July 29, 2024. This requirement is a small business set aside under NAICS 339112 with a size standard of 1,000 employees.
CLIN 0001 – Chest Compression System (1 each)
The MS Army National Guard has a requirement for a chest compression system (1 each) with the following minimum specifications:
Chest Compression: Piston with suction cup designed to stabilize the compression point
Compression Rate: Configurable to 102–111–120 compressions per minute, fixed, or variable during use
Compression Depth: Configurable to a fixed value between 1.8 to 2.1 ± 0.1 inches / 45 to 53 ± 2 mm
Pressure Pad During Ventilation: To allow for chest rise during ventilation; pressure pad can be configured to move up 0.4 inch / 10 mm above start position during pauses or during continuous compressions
Ventilation pause duration
• ACTIVE 30:2 mode: configurable to 3 to 5 sec
Suction cup start position
• Configurable:
--QuickFit (factory default setting): Manual lowering of the suction cup. Automatic fine-tuning will occur when locking the start position
--AutoFit: Automatic lowering of the suction cup from its upper position down to the chest
--Manual: Manual lowering of the suction cup to the chest. No automatic fine-tuning will occur
when locking the start position
Connectivity
• Wireless connectivity: Device can communicate via Bluetooth™ (factory default setting ON) and connect to configured Wi-Fi networks to receive and transmit data when not in clinical use.
• Local Bluetooth connection for setting up local Wi-Fi network, and for Post-Event Report generation and software updates (if Wi-Fi cannot be used)
• Ability to disable Bluetooth and/or Wi-Fi

- +32°F to +104°F / +0°C to +40°C
- -4°F / -20°C for 1 hour after storage at room temperature

Basis of Award: The government intends to award a purchase order to the responsible offeror whose quote conforms to the solicitation and is considered to be the most advantageous to the Government in accordance with FAR Part 12, Acquisition of Commercial Items, Evaluation will be in accordance with FAR 13.106 and is based on Best Value to the Government in terms of (i) Technical capability of the item offered to meet the Government requirement; (ii) Price; (iii) Past Performance History. Technical shall be weighted higher than price.
To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. Proposals shall include: (1) Price quote to include itemized description of what is included in the quote (2) detailed specifications and product literature (pictures) that sufficiently describe the product being offered. (3) Lead time for delivery. Note: Quotes submitted without detailed product information and/or only restate the government provided specification will not be considered acceptable and shall be removed from further consideration.
This notice does not obligate the Government to award the contract; it does not restrict the government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. Only firm fixed price offers will be evaluated. Along with your quote, please provide the country of origin for the products quoted, the Company Name with CAGE Code, TIN, UEI, Company POC with contact information (email and telephone number), and prompt payment discount terms (i.e. Net 30).
