This is a combined synopsis/solicitation for a commercial item supply prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation is issued as a Request for Quotation (RFQ) under the Simplified Acquisition Procedures (SAP) FAR Subpart 13.5 and the documents incorporate provisions and clauses in effect through Federal Acquisition Circular 2024-05.
This acquisition is set aside for Small Business, the NAICS code is 333111 Farm Machinery and Equipment Manufacturing, and the Small Business Size Standard is 1,250 employees.
This solicitation is for a firm fixed price contract.
DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
Scope of Work: The USDA Forest Service, Rogue River-Siskiyou National Forests requires purchase and delivery of a portable woodchipper. Delivery no later than 30 days after receipt of order, FOB destination.
Line Item Description: Supply and deliver one Portable Woodchipper, Delivered FOB Destination.
Specifications:
- 15” diameter feed capacity
- Drum style chipper
- Diesel Preferred engine but Gas Ok, approximately 130‐165 HP
- Feed control bar with auto reverse
- Remote control preferable
- Discharge chute with 270 to 360 degrees of rotation by manual adjustment
- Discharge chute end deflector with manual adjustable height
- Bottom clean‐out door
- Display gauges to include oil pressure, water temperature, fuel level, and engine error codes
- Towable, 10,000 # GVWR or less
- Single axle with electric brakes & emergency breakaway system
- Class VI or larger hitch

- Spare tire & front mount
- Spare set of cutting blades
Delivery Location: FOB Destination: Rogue River-Siskiyou NF Fleet Shop, 3040 Biddle Road, Medford, OR 97504.
Delivery Schedule: The Government requires delivery no later than 30 days after receipt of order. Delivery shall be made to the Rogue River-Siskiyou NF Fleet Shop on regular working days, Monday through Friday, between 8:00 a.m. and 4:30 p.m. The Contractor shall notify the Point of Contact Kevin Fecteau 48 hours in advance of delivery at 541-618-2186.
Packing and Packaging - Commercial: Material shall be packed for shipment in such a manner to ensure acceptance by common carrier and safe delivery at destination. Containers and closures shall comply with the Interstate Commerce Commission and Regulations, Uniform Freight Classification Rules, or Regulations of other carriers as applicable to the mode of transportation.

System for Award Management (SAM): In order to be eligible for a contract award under this solicitation, quoters must have an active registration in the System for Award Management via www.sam.gov.
Evaluation of Quotations: One award will be made. Award will be made to the Quoter whose quote, as determined by the Contracting Officer, provides the best value to the Government, considering but not limited to, such factors as Technical Capability to meet requirements stated herein, Ability to Meet Delivery Schedule, and Price.
