Notice of Sources Sought The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), and Small Businesses interested and capable of providing the services requested, as well as any large businesses. The results from this source sought notice will be used to determine the appropriate set-aside. The intended contract is a firm-fixed price service contract. The SBA Non-Manufacturer Rule is not applicable as the intended contract is for services. The Department of Veterans Affairs, NCO20 is looking for AvaSure or its authorized service providers for the following requirement: Licensing and support services of the AvaSure patient watch system (Base + 4 Option Years) including: AvaSure Software Standard: Licensed per hardware device AvaNet Silver Support ORNA reporting tool Pre-recorded announcements in 30 languages Clinical program materials eLearning Modules Statement of Work: 1. Background The Portland VA Medical Center (PVAMC) requires licensing and support of the Avasure patient watch system. 2. Scope All work is remote tech support and operational licenses to use the Avasure system. 3. Specific Tasks General Requirements: Vendor to provide operational licenses, technical support, and hardware support (for specific years) to support the operations of the Avasure telesitter system, and provide technical support whenever needed. When the service contract on the equipment is put into effect, all parts needed for remedial repairs will determined to be exact replacements or like replacements that allow the system to continue to function according to the manufacturer specifications. 4. Performance Monitoring The tasks are well defined and can, therefore, be easily monitored by the Government point of contact (POC), who shall represent the government for this process. The contractor performance will be monitored and the work certified by the POC. The POC will assure contractor quality by routine inspections, product sampling, and monitoring of work while work is being performed. 5. Security Requirements All contractor employees, if they come onsite to the VA, will be escorted by staff. Otherwise, all remote work will be monitored by VA employees using the over the shoulder type of monitoring. 6. Other Pertinent Information or Special Considerations. None 7. Inspection and Acceptance Criteria. The POC is responsible for certifying that the work done under this contract is performed to standard. The POC is also responsible to assure the inspection and acceptance of products provided incidental to services. 8. Place of Performance. Work will primarily be performed remotely. 9. Period of Performance. Base year 10/13/24 through 10/12/25 with 4 additional option years. 10. Delivery Schedule.
