Synopsis:
An Industry Day/ Site visit will be held at Hill Air Force Base, UT on 26 September 2024 beginning at 9:00 am MDT. The attendees will meet in the main foyer of building 100. An overview of the acquisition's requirements will be presented followed by a visit to FOM locations. The group will return to building 100 for questions and further discussion. Each company can send a miximum of two individuals. Interested vendors must respond to this notices point of contract listed in the FOB site by September 9, 2024 at 12 noon MST. Any questions prior to the site visit must be sumbitted in writing to Shelly Bachison shelly.bachison@us.af.mil by September 9, 2024 12 noon.
NOTICE: This is not a solicitation by rather a Sources Sought to determine potential sources for information and planning purposes only. Any information submitted by respondents to this Sources sought synopsis is voluntary and will not be returned. The Government will not reimbures any costs incurred or associated with the sumbmition of information in response to this notice.
1. Purpose:
The purpose of this Sources Sought is to conduct market research to determine if responsible sources existes to assist in determing if this effort can be competititeve and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 493190 Other Warhousing and Storage with a corresponding businss size standared of $27,500,000. The service code is H316. The Government will use this information to determine the best acquisition strategy for this procuement. The Governemnt is intersted in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide the anticipated teaming arrangements, along with a description of similar services offered to the Government and to commerical customers for the past 3 years. Any responses involving teaming arrangements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
2. Program Details:
This Sources Sought is published for market research purposes only to identify potential sources capable of providing services to supply all personnel and supervision to manage the 309th Aircraft Maintenance Group (AMXG) Facilitate Other Maintenance (FOM) program for aircraft (C-130, F-16, F-22, A-10 and F-35) parts and material. In addition, the JBSA/Randolph AFB T-38 program will be supported. The contractor shall receive, issue, inventory, verify FOM parts and material in preparation for storage and provide a positive control of parts and material during teh maintenance process. FOM is considered either aircraft parts or material and will be referred to as FOM assets. The contractor shall provide a management structure that enables contractor personnel to effectively perform the roles and responsibilities identified in each individual task order (TO) while ensuring appropriate employees are present and engaged in the designated tasks in the TO.
When Identified at the TO level, personnel with be required to posses and maintain a Secret clearance with the required investigations completed.
Responses to this Sources Sought synopsis should include the following business information in addition to teh capability statements:
1) Sources Sought Number
2) Company Name
3) Company Points of Contact, Phone, and Email addresses. POCs should include individuals who are duly authorized in manging all/any technical issues and/or questions, and individuals who are authorized in managing any/all contractual issues and/or questions.
4) Business size (i.e. small business, large business)
5) Provide a brief description, no more than 12 pages in total, of your company's past experience on previous project similar in complexity to this requirement to include:
a) Describe your company's capabilities and experience in managing and operating a program for asset control and you process of asset accountability as specified in the Performance Work Statement (PWS). Please provide you input on the attached PWS (was the PWS clearly understood)? Do you have recommendations on verbiage that should be added or changed to the PWS to improve clarity of services?
b) Explain your specific experience in asset control including inventorying, warehousing, and pilferage control.
c) Are there specific requrements in the documentation that we provide that would currently preclude your services from being a viable solution to our requirement?
6) If there are any questions you would like to ask in regards to this requirement please feel free to provide them as well.
