COMBINED SYNOPSIS/SOLICIATION:
RFQ FA487724Q0020 – Handheld Spectrum Analyzer
i. This is a combined synopsis/solicitation for commercial items prepared in accordance
with the format in FAR Subpart 12.6 and FAR 13 as supplemented with additional information
included in this notice. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued.
ii. Solicitation FA487724QA503 is issued as a Request for Quotation (RFQ).
iii. This solicitation document incorporates provisions and clauses of those in effect through,
Federal Acquisition Circular (FAC) 2024-05 effective 22 May 2024, Defense Acquisition Circular, (DAC) provisions and clauses effective 30 May 24, and Department of the Air Force Acquisition Circular (DAFFARS) 2024-0612 effective 12 Jun 2024.
iv. This is a 100% Total Small Business set-aside. The associated North American Industrial
Classification System (NAICS) code for this procurement is 334515 with a small
business size standard of 750 employees.
v. Davis Monthan Air Force Base intends to award a firm-fixed price contract for the
following:

- CLIN 0001 – 6.5 GHZ RF Analyzer – QTY 1 – Unit of Measure: EA
- CLIN 0002 – Bandwidth – QTY 1 - Unit of Measure: EA
- CLIN 0003 – GPS Receiver, QTY 1 – Unit of Measure: EA
- CLIN 0004 – Real Time Spectrum Analyzer – QTY 1 – Unit of Measure: EA
See Attached Salient Characteristics and items must be Buy American Act and Trade Agreement compliant.
vi. The government intends to place an order with the offeror whose quote meets lowest price and technical acceptability as defined and referred to within this solicitation document as the offeror’s capability statement to meet the defined salient characteristics of these products. The Government does retain the right to make multiple or no award in the event it is advantageous to the Government to do so.
vii. Important Dates/Times (All times are Arizona Local Time)
- All questions must be submitted via email by 23 Aug 2024 2:00PM (AZ time).
- All quotes must be submitted via email by 28 Aug 2024 2:00PM (AZ time).
- All questions will be answered and posted by 02 Sep 2024 2:00PM (AZ time).
viii. It is the responsibility of the offeror to review the posting for the any changes or amendments that may occur concerning this RFQ. It is the responsibility of the offeror to ensure all quotes and/or questions are submitted in a timely manner by specified due date/time.
The provision FAR 52.212-2, is tailored as follows:
52.212-2 Evaluation—Commercial Products and Commercial Services.
As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows:
Evaluation—Commercial Products and Commercial Services (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Technical Acceptability
2. Price
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
