1. GENERAL DESCRIPTION
The Operations Section of the US Army Corps of Engineers, St Paul District is solicitating a Handi-Flat Work Barge for use on the Mississippi River Locks and Dams. Quantity is for one (1) unit, with an option for one (1) or two (2) additional units that will be awarded at the same time if we decide to exercise. The unit cost must include delivery and unloading at the Fountain City Service Base in Fountain City, WI.
2. SPECIFICATIONS:
A. Beam 12’ wide.
B. Length 40’ long.
C. Overall hull molded depth of 4’.
D. Rakes on both ends of the barge.
E. Rake chines shall not be a welded seam.
F. All structural steel construction made from standard Grade A-36 or higher. NO ALUMINUM.
G. Hull thickness no less than ¼” thick.
H. Head log thickness including the radiused corners on the bow and stern not less than 3/8” thick.
I. Minimum of three (3) bulkhead sections allowing four (4) watertight compartments.
K. Minimum of two (2) flush mounted 18” diameter deck hatches per compartment mounted in opposite corners. ABS Certified waterproof Hatch covers.
L. Minimum allowable deck loading of 750 lbs./sq ft (PSF).
M. All barge surfaces shall be sand-blasted free for rust and mill scale.
O. All paint shall be two-part epoxy rated for marine application.
P. Exterior coating shall be primed and painted of the hull, sides and deck.
Q. Barge hull and side coating shall be standard black coating at least 8 mils thick.
R. Barge deck shall be standard red non-slip coating.
S. Barge interior compartment coating shall be standard white coating.
T. Shall come complete with six (6) industry standard 24” kevels with three (3) centered on each side.
U. Each of the two long sides and front should have rubber rub rails that can be replaced and that fit in a steel track. Minimum of 6” high and 3” wide extending along the full length.
V. Barge must have stake pockets (w/ drain) for removable handrailing that is included.
W. Removable handrailing must have a vertical height of between 39” to 45” and support a load of at least 200 lbs. applied within 2” of the top edge.
X. Must include a steering counsel complete with steering wheel, steering control and shift/throttle cables to the transom.
Y. Includes recessed cable tray area between counsel and transom for control cables and gas lines.
Z. Includes portable davit arm with the following specifications:
- Certified by the manufacturer.
- 2,000 lb. lift capacity.
- 12-volt electric winch.
- Up to 10’ tall.
- Up to 7’ hook reach.
- Three permanent bases (stern, starboard, bow).
AA. Must include two (2) fully rigged 75 hp four-stroke motors with long shafts, low torque lower units, complete with stainless steel propellors sized for the application. Not counter rotating.
AB. Rigging to include standard gauges such as tachometer, water pressure, fuel, battery power.
AC. Must include two five-gallon portable gas tanks, and three (3) 12-volt AGM maintenance-free batteries with selector switch between all three batteries.
AD. Includes supplied wiring and connections between the battery selector switch to the motors and three davit arm locations.
Includes one (1) on-board three-bank battery charger located in the consol.
AE. Laser or water-jet cut steel USACE logo and US ARMY CORPS OF ENGINEERS approved font painted and welded to each side, centered above the waterline. Minimum 6” tall font painted white and logo painted red.
AF. Serial number 009 laser or water jet cut and welded to rear side above waterline. Minimum 6” tall font painted white. If we exercise the optional barges they shall be numbered 010 and 011 respectively.
AG. Digital or hardcopy versions of the shop/concept drawings shall be submitted prior to fabrication for approval.
AH. As-built drawings shall also be sent to the government as .dwg file and hard D-size drawings.
