Requirement: The U.S. Army Corps of Engineers (USACE), Nashville District, anticipates a requirement for a firm fixed-price requirements contract with a base and four (4) option years for Operations and Maintenance Services at Lake Cumberland (Wolf Creek). The Contractor shall furnish all necessary management, supervision, inspection, personnel, materials, supplies, parts, tools, tool related hardware, equipment, transportation, vehicles, and fuel required to perform mowing, cleaning, janitorial, and other maintenance services at Lake Cumberland recreation areas. Lake Cumberland is located on the Cumberland River, 60 miles south of Lexington, Kentucky. The areas of work are in Pulaski, Wayne, Clinton, Russell, Whitley, and McCreary Counties of Kentucky. Principal cities in the area are Somerset, Monticello, Albany, Jamestown, and Russell Springs.
The anticipated NAICS code is 561210; Facilities Support Services, with a small business size standard of $47 million.
Work to be performed for this requirement is as follows:
1. Grass Mowing, trimming and Maintenance of Landscaped Areas: The work shall consist of mowing and trimming of grass at designated locations in the various recreation and operational areas and removal of hazardous trees identified by the Army Corps of Engineers Personnel. The Contractor shall provide all personnel, materials, supplies, tools, equipment, vehicles and transportation to perform this work.
2. Cleaning Services: Recreational Facilities and Areas: The work shall consist of cleaning and servicing various areas and facilities and grounds in the recreation and access areas at Lake Cumberland. The work to be performed includes cleaning of restrooms and shower houses with restrooms, picnic shelters, picnic sites, and campsites. Litter pick up and removal at sanitary dump stations, fish cleaning stations, whispering pines trail, playground sites, Wolf Creek dam shop area and other areas. And leaf removal from developed and improved areas. The contractor will also furnish dumpsters at various locations. The Contractor shall provide all management, personnel, materials, cleaning supplies, chemicals, tools, equipment, vehicles, fuel and transportation necessary to perform this work.
3. Janitorial Services: The contractor shall furnish all management, transportation, equipment, labor, supplies, materials and tools to perform janitorial services at the Lake Cumberland (Wolf Creek) Visitor Center, Resources Manager’s office, Contracting Office and Shop, vehicle parking bay shed and Satellite Shop adjacent to Wolf Creek Dam. Janitorial services include but are not limited to sweeping, dust mopping, emptying waste containers, kitchen cleaning, vacuuming, servicing restrooms, clearing ditch lines, debris removal, waxing and buffing of floors.
4. Facility Repair, Maintenance and Other Non-Routine Work: The Contractor shall provide all qualified personnel, materials, supplies, tools, parts, equipment, vehicles and transportation to perform non-routine construction work that shall be performed in accordance with applicable publications, except as otherwise specified in the solicitation/contract.
5. Sewage Systems and Pest Control: The contractor shall provide all management, materials, supplies, tools, equipment, vehicles and personnel to perform the service required for the cleaning out and maintenance of sewer tanks and main feeder lines to perform pest control services. These services shall include but are not limited to reports, inspections, cleaning, tank pump outs, flushing main sewer lines, pesticides spray application and baiting and trapping pests.
6. Herbicide Application: The work shall consist of general herbicide application services for the control and or removal of undesirable plant and weed growth in parks, campsites and pathways adjacent to administrative areas, picnic sites, pathways, riprap areas concrete and/or stone lined ditch lines, launching ramps, ramp shoulders, trail surface applications. The Contractor shall provide certified, registered and/or licensed application personnel and perform work in compliance with all EPA, State, and local laws, rules and regulations. The Contractor shall provide all materials, chemicals, supplies, tools, parts, vehicles, transportation, vessels, and equipment required to perform this work. The Contractor shall be responsible for treatment within designated areas and damage to adjacent areas.
7. Red Bird Debris Management System: The contractor shall furnish all transportation, equipment, management, labor, materials, fuel and supplies to perform drift and debris removal, incineration of wood debris and disposal of man-made materials collected from the debris management system gate, ramp and compound areas located at Red Bird, Kentucky on the left descending bank of the Cumberland River.
8. Marking and Painting Boundary Lines: The Contractor shall provide all personnel, materials, supplies, tools, parts, vehicles, vessels, transportation, and equipment necessary to mark and paint a segment or segments of the Government boundary line.
9. Debris Removal Operations at Lake Cumberland (Wolf Creek): The Contractor shall provide all qualified management, vehicles, and transportation to perform drift and debris removal at Lake Cumberland. The Contactor shall perform general maintenance and cleaning services including sweeping, wash down of equipment to remove dirt and debris, using brushes and hoses. Operate, maintain, or repair equipment, such as winches, generators, tools, engines, and other systems. Break out and stow cargo and gear. Lubricate machinery, equipment, or engine parts such as gears, shafts, or bearings as needed or as recommended by the manufacturer. Examine machinery to verify specified pressures or lubricant flows. Attach hoses and operate pumps to transfer liquid substances to and from tanks. Read pressure and temperature gauges or displays and record data in logbooks.
