USCG STA NOYO RIVER (47271) 70Z04024SBPL0020 00001 Amendment RFC question and answers
- There is a line item for Refuel, but there is not a line item for removal of the fuel. Should we assume that the boat will come with no fuel in it? Should we include the removal of fuel somewhere else in the bid?
- There is no need to defuel as the fuel tanks are above the red-line for welding. GFE Boat Hot Work Diagrams FL-085-2 The boat will arrive not at 95% fuel capacity just based on transit. However, we want it to leave at 95% fueled.
- D-001 lists the port, starboard, bow, and stern fenders as GFM fenders. But there is no specific line item for removal of ALL the fenders. Are we to assume they are damaged?
- They are damaged and the PE is going to ask for them to be replaced. Listing them as GFE will save us time during the PoP as they have to be removed for completion on the deck renewal.
- Do you anticipate us needing to paint the faying surfaces or will that be change order work?
- DeSpec does not contain a ‘fender faying preservation’ WI for the 47 MLB. Preservation will be handled via CR. In the creation of the Spec Package, no additional work outside of safety items was to be included. However, the rub rails must be removed (except for the stern). The following can be added into D-001 if needed (and a CR won’t suffice):
3.4 Preparation/Preservation. The Contractor must prepare and preserve the area covered by the removed portions of the fendering system and aluminum faying surfaces (surfaces of similar or dissimilar materials that are fit closely together and fastened) in accordance with Coast Guard Drawing 47B-MLB 631-020 and SFLC Std Spec 6310.
3.5 Renewal. After the completion of all inspections and any authorized repairs, the Contractor must renew the designated rub rail sections. Reuse existing washers, and renew all nylon insert locking nuts in accordance with SFLC Std Spec 0000.
3.5.1 The Contractor must apply sealant to the top and bottom of each renewed rub rail in accordance with CG Drawing 47B-MLB 611-020.
- It also lists rub rails under interference removals, but aren't the fenders the rub rail?
- It is the rub rail. DeSpec is inconsistent. Fenders = Rub Rails and Rub Rails = Fenders
