(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05.
(iv) This procurement is set aside for Small Business. The NAICS code is 561720 and the Small Business Size Standard is $22.M.
In accordance with the Statement of Work (SOW)
1.0 PURPOSE
Provide custodial/janitorial services within Government-owned facilities (laboratory/office building and garage bathroom) for a period of one fiscal year, with option to extend for four years. A fiscal year starts on 1 October and ends on 30 September. The following specifications describe the requirements for janitorial services during this period. Frequency for each task will be listed with the description of the task.
Vendors are advised to inspect the facility and site prior to submitting their offers. Arrangements to see the building can be made by contacting the above listed COR. Bidders must be registered in the System for Award Management (http://www.sam.gov) prior to award of contract.
2.0 SCOPE
The Contractor shall provide an adequate number of personnel, trained in proper cleaning and janitorial methods and techniques, to properly and satisfactorily maintain the facilities on a day-to-day basis during the scheduled times indicated.
The Contractor shall check with the COR/point of contact for instructions, requests, or special problem situations. Housekeeping inspections will be conducted randomly by the COR. The Contractor or his/her designated management representative will confer with the COR once a month to discuss contract administration.
In addition to assuming complete responsibility for satisfactorily managing and performing a cleaning program for the Government-owned facility as described in the following sections, the Contractor shall meet the following obligations:
- Ensuring that adequate numbers of trained personnel are available to perform the services as specified.
- Referring to the COR, any problem that may arise beyond the scope of this contract.
- Using all equipment and cleaning products appropriately according to manufacturer’s instructions.
- At all times, maintaining building security by relocking doors that were locked, prohibiting unauthorized entrance to building, and reporting any suspicious persons or items.
