Amendment 0001 is being issued to provide answers to all questions received prior to 12:00 PM CDT on Thursday, September 5th, and to notify all interested parties that core charges are required to be identified for CLIN 0001 – MFR P/N: 10R-9086, and CLIN 0002 – MFR P/N: 20R-2648 on all submitted offers. In addition, return shipping charges for two (2) cores (CLIN 0001 and CLIN 0002) must be identified on all submitted offers. This effort is a high priority requirement in support of the National Guard and this solicitation is being issued under “Short of Award” authority. Funds are not presently available to make award. If funds become available for award, and prices are deemed fair and reasonable, it is the Government’s intent to make award. This is not a commitment of funds or contract award.
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation number is W50S88-24-Q-0137 and this solicitation is being issued as a request for quotation (RFQ).
(iii) This solicitation document and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) FAC 2024-06, Effective 29 August 2024.
(iv) This acquisition is designated as a 100% Small Business set-aside IAW FAR 19.5. The NAICS is 333618 with a size standard of 1,500 employees. Only quotes submitted by Small Businesses will be considered for contract award by the government.
(v) Line-item numbers and items, quantities, and units of measure: SEE ATTACHED RFQ DOCUMENT
(vi) Description of Requirements: The 119th Wing / North Dakota Air National Guard has a requirement for a re-manufactured Caterpillar (CAT) C18 short block engine with an assembled block, crankshaft, cylinder packs, oil jets, and other components, as listed above. These components are required to complete an overhaul of an existing CAT C18 short block engine utilized to power a 2013 Oshkosh Runway Snowblower at the 119th Wing / North Dakota Air National Guard. No assembly or labor is required, as the components will be utilized by in-house personnel to rebuild the existing C18 short block engine.
This is a “Brand Name Only” procurement. The referenced brand name and associated components represent the requirements of the government. Offers from interested parties containing any components other than genuine Caterpillar (CAT) components will not be considered for contract award.

**ADDENDUM TO FAR 52.212-1 Instructions to Offerors-Commercial Items:
Offerors shall prepare their quotations IAW FAR 52.212-1. At a minimum, the following information shall be included:
1. Unique Entity Identifier (UEI) Number.
2. Federal Tax ID Number.
3. Commercial and Government Entity (CAGE) Code.
4. Contractor’s Legal Name.
5. Payment Terms (NET 30) or Discount.
6. Point of Contact and Phone Number.
7. Email address.
8. Complete pricing inclusive of shipping charges, if applicable.
9. Product/component warranty information, as applicable.
10. Estimated Delivery Timeframe (i.e. 30 days ARO)
**Quotations must be emailed to and received by the individuals identified in paragraph xvi by the solicitation closing date and time identified in paragraph xv.
(ix) The provision at 52.212-2, Evaluation -Commercial Items applies to this acquisition. Evaluation of quotes will be conducted using Simplified Acquisition Procedures in accordance with FAR Part 13.106-2. Evaluation factors are listed below.
Evaluation-Commercial Items
Basis of Award Decision: The Government intends to Award a firm fixed price (FFP) contract to the responsible offeror whose offer best conforms to the requirements identified in this solicitation and will be most advantageous in terms of “Best Value” to the Government with price and other factors considered. The following factors shall be used to evaluate offers:
a) PRICE. Any price paid by the Government must be determined to be fair and reasonable.
b) TECHNICAL ACCEPTABILITY. Any offer submitted for consideration of contract award must possess all components as identified in this solicitation. Failure of any offeror to provide all required information with an offeror’s quote will deem the offeror’s quote as “non-responsive”, and therefore, disqualified from consideration of contract award. Offers (quotes) submitted to the Contracting Officer must include, at a minimum, all part numbers identified in paragraph v.
**Technical Acceptability is approximately equal when compared to Price.
(x) Offerors are not required to include a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services with any submitted Offer.

(xiii) Offerors must be SAM registered to be considered as eligible for any resultant contract award. All invoices must be submitted through WAWF. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer, whether there are exchanges after its receipt, unless a written notice of withdrawal is received before award. Contract award may be made without discussions. The 119th Wing / North Dakota Air National Guard is a tax-exempt organization.
(xiv) Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition.
(xv) Any questions concerning this solicitation must be received via email by the two individuals listed below in paragraph xvi no later than 12:00 P.M. Central Daylight Time (CDT) on Thursday, September 5th, 2024. Responses (quotes) to this solicitation are to be submitted to the two individuals listed below in paragraph xvi and received electronically via email by 12:00 P.M. Central Daylight Time (CDT) on Tuesday, September 10th, 2024. Quotes that are received after this date and time may not be accepted for consideration of contract award. Submission of a quote does not obligate the Government to make an award.
