This is a Combined Synopsis/Solicitation (SS) for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Project Description: Enchanted Circle Survey Data Collection
USDA Forest Service’s Wildfire Crisis Strategy (WCS) gathers data from the public related to 1) perceptions of Forest Service WCS activities in New Mexico’s Enchanted Circle Landscape (ECL), specifically the Taos and Cañoncito Firesheds, and other key communities in both Taos and Colfax Counties; and 2) public perceptions of risk and trust residents and others have in the Forest Service to carry out WCS activities in the ECL.
This contract addresses two research objectives 1) assessing resident responses to WCS activities in the ECL and 2) gauging resident perceptions of wildfire risk and trust in the Forest Service to implement WCS mitigation activities. For both objectives, household level surveys will be used to query public perceptions, trust levels, expectations, and degree of acceptance levels related to WCS mitigation activities performed by private, federal, and state entities in communities residing in the ECL.

Performance will take place at the vendor’s facility.
All project milestones are to be completed within 180 calendar days after issuance of the Notice to Proceed (NTP). NTP is planned for issuance by December 1st, 2025.
A Service Contract Labor Standards wage determination has not been included since performance will take place at a government facility. The place of performance is unknown, contingent upon located of the successful quoter. A wage determination will be incorporated into the resultant contract and quoters must take this into consideration when submitting their quote. See FAR 52.222-49 in the Combined SS document.
