This is a Request for Quotation (RFQ) for procurement of ALFA Military Altimeters as supplemented by information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and additional written solicitation will not be issued.
This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2024-05 effective 22 May 2024, DFARS provisions and clauses, effective 15 August 2024, and DAFFARS provisions and clauses, effective 12 June 2024.
This RFQ is being issued with a Brand Name J&A utilizing a Total Small Business set-aside. The North American Industry Classification System Code is 334511 with a size standard of 1,350 Employees.
The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so.
The 123d Contracting Office intends to award a firm-fixed price contract for the following:
CLIN 0001 - ALFA Military Altimeter with Hand Mount QTY: 25 ea (P/N 285828)(NSN 6675-22-630-2342)
The government will place an order with the offeror whose quote meets lowest price and technical acceptability. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to provide the specified altimeters (P/N 285828)(NSN 6675-22-630-2342) and delivery date.
All quotes must be submitted via email no later than the solicitation close date.
It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this RFQ. It is the responsibility of the offeror to ensure all quotes and/or questions are submitted in a timely manner by specified due date.

5352.201-9101 ACC OMBUDSMAN (JUL 2023)
- An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
- Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

- The ombudsman has no authority to render a decision that binds the agency.
- Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.

52.212‐2 Evaluation—Commercial Products and Commercial Services (Nov 2021)
The Government will evaluate offers submitted in response to this solicitation and award a contract to the responsible offeror whose proposal is deemed acceptable and the lowest price.
Offers that fail to provide required representations or essential information, or those that reject the terms and conditions of the solicitation, may be excluded from further consideration during the evaluation process.
