Purpose: Veterans Healthcare System of the Ozarks | Repair FCA Deficiencies in Bldg. 33 and 34 | Project# 564-24-901 In an effort to enhance opportunities for Service Disabled Veteran Owned Small Businesses (SDVOSB) as required by Public Law 109-461, specifically the Veterans First Contracting Program, NCO16 is performing preliminary market research to identify interested, qualified, capable, SDVOSB and VOSB firms possessing the capacity necessary to compete for a VHA procurement opportunity. In case no SDVOSBs or VOSBs possess the capacity, all Small Businesses possessing the necessary capacity are encouraged to provide a response. Results of the preliminary market research will be used to determine the potential future solicitation s set-aside requirement. This source sought notice is issued solely for informational, market research, and planning purposes. It does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), Request for Proposal, or a promise to issue a subsequent RFQ/IFB/RFP. Currently, no solicitation document exists. Issuance of this notice does not establish any obligation on the part of the Government and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. In addition, respondents are advised that the United States Government is under no obligation to pay for any information or administrative cost incurred in response to this notice. At this time, proprietary information is not being requested. Respondents shall refrain from including proprietary information in responses to this notice. The Department of Veterans Affairs anticipates awarding a one-time, Firm-Fixed Price (FFP) Architect-Engineer Contract. Project Scope Summary: The Veterans Healthcare System of the Ozarks located at 1100N. College Ave., Fayetteville, AR, has a requirement for comprehensive design package for the Repair of FCA Deficiencies in Bldg. 33 and 34. The comprehensive design package is to Provide Architect/Engineer professional services to include site investigation, design development, construction documents, specifications, cost estimates, construction period services and construction site visits. The VHSO has identified, through a Facility Condition Assessment, there are multiple deficiencies in buildings 33 and 34. The A/E will incorporate current design and construction best practices to assess and remediate deficiencies in accordance with the U.S. Department of Veterans Affairs design guidelines. The design will identify and recommend rehabilitation techniques for building 33 and 34 s deficiencies. The project includes the following work for building 33: Renovate restroom to become ADA compliant and correct any deficiencies with rolling doors (rubber along tracks needing replacement, etc). The project includes the following work for building 34: Removal of spray-on ceiling insulation and installation of appropriate insulation as deemed by A/E, surface preparation and painting interior South, East, and West walls of pharmacy side (South half) of building, replacement of all fluorescent lighting to LED lighting, installation of an insulator wall between the North and South sides of the building, calculations to determine if additional HVAC units are necessary, roof replacement, installation of additional snow guards, installation of an automatic transfer switch for life safety power, and conduct a lightning strike risk assessment per NFPA 780. Building 33 is currently being occupied by staff and will likely need access to a temporary bathroom during renovation. Building 34 contains logistics storage and pharmacy drug storage. Temporary climate-controlled relocation of items in this area may be necessary. The A/E will evaluate the entire project and make recommendations how to phase this project (if phasing is appropriate). PERIOD OF PERFORMANCE The delivery date for this contract shall be 200 days from Notice to Proceed. Performance time to include VA review of each submission as identified. Type of Business: Identify whether your firm is a SBA certified 8(a), SBA certified HUB Zone, SDVOSB, SBA certified WOSB, and/or SBA Certified EDWOSB concern. Experience: Submit a maximum of five (5) projects worked within the past five years of similar size, scope and complexity as the work indicated. For each of the contract/project submitted for experience provide the title; location; whether you were a prime or subcontractor; award and completion dates; contract or subcontract value; type of work, scope of work; a brief description of how the referenced contract/project relates to the work described; and customer information including point of contact, phone number, and e-mail address. DO NOT submit basic contracts for IDIQ work, only the Task Orders issued to the basic contract.
