(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation, number W911QY24RAP03, is issued as a Request for Proposal (RFP) for a Firm-Fixed-Price (FFP) contract for laboratory furniture and supplemental labor for installation of that furniture/equipment.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2024-06, effective 30 July 2024.
(iv) THIS PROCUREMENT WILL BE CONDUCTED USING A TIERED EVALUATION OF OFFERS. THE FOLLOWING PROCEDURES WILL BE UTILIZED:
THIS IS A SMALL BUSINESS SET-ASIDE THAT WILL CONVERT TO FULL AND OPEN COMPETITION IF NO ACCEPTABLE OFFERS ARE RECEIVED FROM RESPONSIBLE, SMALL BUSINESS CONCERNS. FOR OFFERS TO BE CONSIDERED ACCEPTABLE, THEY MUST MEET ALL TECHNICAL REQUIREMENTS CONTAINED IN THE SOLICITATION AND BE COMPETITIVE IN TERMS OF MARKET PRICE, QUALITY AND DELIVERY. IF ONLY ONE ACCEPTABLE OFFER IS RECEIVED FROM A RESPONSIBLE, SMALL BUSINESS CONCERN, THE CONTRACTING OFFICER WILL CONSIDER AWARDING DIRECTLY TO THAT FIRM, PRIOR TO THE DISSOLUTION OF THE SMALL BUSINESS SET-ASIDE. NO AMENDMENT WILL BE ISSUED TO CONVERT THE SOLICITATION TO FULL AND OPEN COMPETITION. IF THE SMALL BUSINESS SET-ASIDE IS DISSOLVED, THE GOVERNMENT WILL AWARD TO THE LARGE BUSINESS WHOSE OFFER IS MOST ADVANTAGEOUS TO THE GOVERNMENT, BASED ON THE REQUIREMENTS AND EVALUATION CRITERIA SET FORTH IN THIS SOLICITATION. ALL INTERESTED PARTIES ARE ENCOURAGED TO RESPOND, REGARDLESS OF BUSINESS SIZE; HOWEVER, THEY MUST DO SO AT THEIR OWN RISK, TAKING INTO ACCOUNT THAT THIS IS A SMALL BUSINESS SET-ASIDE FIRST, AND FULL AND OPEN COMPETITION ONLY AFTER THE ABOVE CRITERIA IS NOT MET.
The associated North American Industrial Classification System (NAICS) code for this acquisition is 337127 – Institutional Furniture Manufacturing, with a small business size standard of 500 employees. The Awardee must have the applicable NAICS code in its System for Award Management (SAM) assertions. The applicable PSC is 6640 – Laboratory Equipment and Supplies.
(v) Items, quantities and units of measure are as follows:

(vi) The Department of the Army, Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Natick Division requires the above laboratory furniture and the supplemental labor needed for the installation. This combined synopsis/solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.
(vii) Delivery is required as soon as possible - offerors should provide their best and/or earliest available delivery date to The US Army CCDC Soldier Center, General Greene Ave, Natick MA 01760. Delivery Inspection and Acceptance by the Government at FOB Destination.
(viii) The provision at 52.212-1 (SEP 2023), Instructions to Offerors – Commercial, applies to this acquisition and is incorporated by reference into this RFP.
(ix) Proposals will be evaluated IAW FAR 15.101-1 Tradeoff Process. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:
(i) Technical capability of product and accessories offered to meet Government requirements:
The technical capability, adherence to the above specifications of the proposed products, and delivery time-frame for all proposed products, is approximately equal to the price.
(ii) Price: Items shall be priced with quantities and unit prices. A total price shall be included that details all items being purchased - including any shipping/delivery.
The first five proposals that meet the technical requirements of this Solicitation, and that are considered to be competitively priced, will be used to determine the Competitive Range for this acquisition. The proposal submission date may be revised to reflect the formal closing of this Solicitation once this threshold has been met. Any proposals received after this date will not be eligible for consideration of award.
The Government intends to award a contract without discussions with the offerors, but reserves the right to conduct discussions if it is determined to be in the best interest of the Government.
