This announcement constitutes the only solicitation; a written solicitation will not be issued.

This solicitation is issued as a request for quotation (RFQ).

1. The following addenda replaces 52.212-1 in its entirety.
Late submissions of offers will be processed in accordance with FAR 52.212-1(f) “Late submissions, modifications, revisions, and withdrawals of offers.”
For CLIN 0008, offerors are required to fill in the lodging rate, number of days, mileage rate and miles.
The Government intends to award a Firm Fixed Price contract for this requirement. However, the Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
In accordance with FAR 15.306, the government intends to evaluate quotes and make award without discussions. If it is determined discussions are necessary, the rationale for doing so shall be documented in the contract file.
Provide the company’s Cage code when submitting quote. The Cage Code will be utilized to query Sam.gov and determine if the contractor is currently registered in Sam.gov and is a small business under NAICS 238320. Not providing a Cage Code may result in the offer being considered non-responsive.
Using the wage determination 2015-5483 Rev 24 attached to the solicitation, identify and provide the occupational code(s) used to perform the service. If the work to be performed is not performed by any of the classifications listed in the wage determination, identify and provide the occupational code(s) that may require conformance. Not identifying and providing the occupational codes used to perform the service may result in the offer being considered non-responsive.
See attached provisions and clauses. FAR 52.222-42 Statement of Equivalent Rates for Federal Hires is applicable to this requirement. The Employee Class is 23050 Aircraft, Painter, GS-09, Monetary Wage/Fringe Benefits is $67,000.
Options. This effort does require options.
2. Technical Evaluation Documentation.
For Technical Subfactor 1, provide documentation that demonstrates how each of the performance objectives in PWS Section II 2.0 Services Delivery Summary will be met.
3. Offerors shall input prices for CLIN 0001 through 0006.
The unit prices need to include all costs required to perform the service for restoration of the aircraft including labor, materials and supplies, shipping, freight and delivery fees.

- Unless the requirement is cancelled, the Government will award a contract resulting from this request for quote to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers using Lowest Price Technically Acceptable (LPTA) procedures.
FACTORS
- Price
Offerors shall input prices for CLIN 0001 through 0008 in accordance with 52.212-1 Instructions. A no bid or an omitted price may result in an incomplete, unacceptable quote.
A price evaluation will be performed for all offerors and quotes will be ranked from lowest to highest price based on Total Evaluated Price (TEP). The TEP is the total of CLINs 0001 through 0008.
Award will be made to the lowest price technically acceptable quote, with the lowest TEP.
The TEP is for evaluation purposes only; however, the TOTAL ESTIMATED FIRM FIXED PRICE (FFP) for CLIN 0001 through 0008 is contractually binding and is used for the award.
Cost or Pricing Data. In accordance with FAR 15.403-1(b) and 15.403-3(a), data other than certified cost or pricing data may be required to support a determination of price reasonableness. Data shall be provided IAW FAR 15.403-5, Instructions for Submission of Certified Cost or Pricing Data and Data other than Certified Cost or Pricing Data. If, after receipt of quotes, the PCO determines that there is insufficient data available to determine price reasonableness and none of the exceptions in FAR 15.403-1, Prohibition on Obtaining Certified Cost or Pricing Data (10 U.S.C. 2306a and 41 U.S.C. 254b) apply, the offeror shall be required to submit additional cost or pricing data.
- Technical
TECHNICAL SUBFACTOR
TECHNICAL SUBFACTOR 1, Does the provided documentation demonstrate how each of the performance objectives in PWS Section II 2.0 Services Delivery Summary will be met?
The quote is technically acceptable if the documentation demonstrates how technical Subfactor 1 is met.
A technical evaluation will be performed beginning with the lowest priced offeror based on TEP.
A minimum of the two lowest priced offers based on TEP will be evaluated, unless fewer than two offers are received.
If the lowest price offeror based on TEP is technically acceptable and meets all other requirements of this RFQ, award will be made to that offeror.
If the lowest price offeror based on TEP is not technically acceptable, evaluations may continue and award to the next lowest priced technically acceptable offeror or set a competitive range that may include some or all of the offerors.
A decision on the technical acceptability of the two lowest priced quotes will be made. Among those offerors who are determined to be technically acceptable, award will be made to the offeror having the lowest total evaluated price.
It is possible that higher priced offers will not be evaluated for technical acceptability.
- Past Performance
IAW FAR 15.304(c)(3)(iii) the contracting officer has determined that past performance is not an appropriate factor for this acquisition and the past performance evaluation is waived.
Relative Order of Importance of Factors and Subfactors. IAW 15.304(e)(3) all evaluation factors, other than cost or price, when combined, are significantly less important than cost or price.
- Options. This effort does not require options.
This effort does not contain FAR 52.217-8 Option to extend services for up to 6 months.
- A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
- This effort is subject to 52.232-18 Availability of Funds. "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort.
- No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."
