COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This acquisition is for the selected Contractor to provide a vessel, personnel and equipment necessary to support the unit-specific Aviation Training Program at USCG Air Station Astoria, Warrenton, OR.
For the Air Station to safely execute its statutory Search and Rescue mission, it is necessary to maintain aircrew proficiency by conducting regular training. This training includes helicopter hoists of equipment or rescue swimmers to and from the water or an underway vessel. In the past, this requirement has been fulfilled using primarily USCG surface assets and local
volunteers. However, the USCG’s increased operational commitments have reduced the availability of these assets to provide the necessary support for aviation training.
Note: This procurement is a Total Small Business Set-Aside.
(A) The solicitation number is 70Z08424QDL940023 and is issued as a Request for Quotation (RFQ).
(B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06 effective date: 08/29/2024. Department of Labor under Service Contract Labor Standards, Wage Determination Number 2015-5577, revision 25, dated 07/22/2024 is applicable and is attached.
(C) This solicitation is issued as a 100% Set-Aside for Small Business. The associated NAICS code is 541690 and the small business size standard is $19 million.

(E) Description/Statement of Work/Specification:
Provide Helo Hoist Support at USCG Air Station Astoria, OR. Please see the attached for the Statement of Work (SOW).
(F) Date(s) and place(s) of delivery and acceptance:
This service is for a base year of 23 September 2024 through 22 September 2025 and contains two one-year options that can take this service through 22 September 2027, if exercised by the Contracting Officer. The place of performance for this service is USCG Air Station Astoria, OR.
(G) FAR Provision 52.212-1, Instructions to Offerors—Commercial, is incorporated by reference and applies to this acquisition. Please see the attached RFQ terms and conditions for the submission requirements.
(H) Evaluation:

(I) Prior to the conclusion of the technical evaluation, offerors can expect guidance regarding a pre-award inspection of the vessel to ensure conformity with the requirements in the Statement of Work.
(J) Offerors are required to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications—Commercial Items, with its Alternate I, with their offer. Offerors may complete this online at SAM: www.sam.gov . An offeror must state in their offer if they completed FAR 52.212-3 with Alternate I online and that is it up-to-date and valid.

(M) A statement regarding any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices: N/A.
(N) The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this solicitation.
