The purpose of this solicitation is to obtain Five (5) Tier 2 Racks (drawing X202312518) and four (4) Horizontal Stabilator Dollies (drawing 5HW01702-101) IAW the drawings and statement of work attached.
Award of this solicitation will be to the lowest priced technically acceptable proposal. This will be a firm fixed price commercial supply contract. Please review all solicitation documents attached. The 52.212-1 and 52.212-2 documents provide the proposal submission requirements and evaluation criteria.
The drawings are export controlled. To obtain the drawings, an approved defense form 2345 will be required. One can be requested through https://www.dla.mil/Logistics-Operations/Services/JCP/. All responsible sources may submit a quote which shall be considered by the agency. If you have an approved 2345 registered on the JCP website, the drawings can be requested for approval and access through this solicitation.

12 Sept 2024 Notes:
Amendment 0001 is added on 12 Sept 2024 to make a small update to the Dolly drawing and adding additional information concerning the Dolly drawing to the SOW on page 9 sections 4.4 and 4.5. Please download the updated SOW and Dolly Drawing. These adjustments were made based on contractor questions as listed below.
- For the TDP – are there any models available that can be provided?.
- There is a SolidWorks model of the tier 2 rack that could be made available. Also, there is a Catia v4 model of the HS dolly. This is a .model file and will require Catia software to be of use. Let us know if either is needed prior to proposal submittal.
- On drawing 5HW01702, detail number 104 and 105 appear on the parts list with quantities and cage codes, but there’s no part number or description.
- Detail numbers 104 & 105 should be disregarded.
- Does the stress relief test apply to the full top assembly of the Horizontal Stabilator?
- Contractor should reference MIL-STD-11991B in lieu of PM-4053. MIL-STD states stress relief only applies to weldments when a stress has been induced due to welding. This will apply to any weldments in the dolly.
- Where the drawings reference PM-4053, the contractor should instead reference MIL-STD-11991B. MIL-STD-11991B can be found on dla.assist.mil or upon request to the Contracting Officer.
