Residential Housing and Health Care for Homeless Veterans (HCHV) Central Arkansas Veterans Healthcare System (CAVHS) North Little Rock, Arkansas DESCRIPTION: This is a Sources Sought Notice to determine the availability of potential sources having the skills and capabilities necessary to provide the services as part of its community-based Health Care for Homeless Veterans (HCHV) program. The expected length of stay will be determined by the veteran s treatment team, not to exceed 28 days, with an emphasis on stable housing to provide therapeutic services for Veterans with various mental health issues in the least restrictive environment. BACKGROUND: The purpose of this Source Sought is to determine the availability of potential sources within a 12 mile radius of Central Arkansas Veterans Healthcare System (CAVHS) North Little Rock, Arkansas located at 2200 Fort Roots Drive, North Little Rock, Arkansas that can provide (12) twelve beds and services with room and board. This notice is searching for a residential treatment for homeless veterans who are participating in the Health Care for Homeless Veterans (HCHV) and Substance Use Disorder (SUD) Treatment Programs. The Contractor shall furnish each veteran authorized care under this contract with room, board, 3 meals per day 7 days per week plus snacks, laundry services, transportation to and from outpatient appointments, medication monitoring, and monitoring for changes in behavior/mental or physical condition. In addition to providing all services outlined for general room and board, the contractor will place emphasis on close supervision of these veterans due to their complex care needs. SERVICES TO BE PROVIDED General Responsibilities: The contractor will provide sufficient facilities to accommodate 12 (twelve) Veterans with residential placement which will involve: Access/Availability: Veterans will be screened and referred to the Contractor by the VA Liaison. When beds are available, the Contractor will be expected to provide immediate admission to housing and services to these Veterans beyond standard hours of operation. Quality Care: The Contractor facility shall meet required State or Federal authority, and must meet all applicable local, state, and Federal requirements concerning licensing and health codes. The Contractor as defined herein shall furnish the services covered by this contract. The Contractor will be required to provide said services on a 24/7 basis. Patient Safety: Contractor shall notify the VA through the VA Liaison at the local VA hospital of any negative incident occurring with a Veteran within 24 hours of being informed or aware of the incident, if not sooner. Contractor will complete a written incident report within 48 hours of notification. Patient Satisfaction: Process to elicit client satisfaction with the facility and onsite services, including information collection methods and frequency, and process for utilizing the information for continual performance improvement purposes. Note: This Is Not A Solicitation Announcement The NAICS Code for this procurement is 623220; size standard $19 Million. The Service Contract Labor Standards will also apply to this procurement. This Sources Sought Notice is for market research purposes only and shall not be considered as a request for quote or an obligation on the part of the Government to acquire any services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor s submission of this Sources Sought Notice or the Government s use of such information. The Government reserves the right to reject in whole, or in part, any contractor s input resulting from this Sources Sought Notice. No contractual arrangement will be made as a result of this notice.
