This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested.
The solicitation number W913E524Q0021 is being issued as a request for quotation (RFQ). This requirement is a total set-aside for small business concerns.
The associated North American Industry Classification System (NAICS) code is 238320– Painting and Wall Covering Contractors, which has a small business size standard of $19,000,000. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.
The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL)’s Terrestrial & Cryospheric Sciences Branch requires installation services of a Rhino Liners brand spray-on coating in an existing cold box for waterproofing and protection of surfaces.
Performance Specifications: CRREL requires the contractor must plan, program, administer, manage, execute, and complete the work necessary to provide the specified services. The Contractor shall perform all administrative services, such as material procurement, quality control, financial control, and correspondence, and maintain accurate and complete records and files.
- The Contractor shall provide all labor, equipment, and materials to complete the tasks in their entirety as outlined in the Performance Work Statement (PWS) in Section C of the attached RFQ.
- Clean and prepare the chamber interior per the selected liner manufacturer’s specifications. The contractor must test application equipment and cure timing per manufacturer’s specifications.
- Deliver and install the required Rhino Linings™ brand RhinoArmor® 11-90 XC urethane polymer protective liner per manufacturer specifications inside an existing refrigerated chamber per manufacturer specifications to protect the floor and lower portion of the walls from water infiltration (and subsequent freezing) into the cracks between insulated panels.
- Must have a minimum of one year’s experience in installation of the selected brand of epoxy coating in similar or unconventional applications.
- Shall coordinate work with Contracting Officer Representative (COR) as needed to minimize any disruption to facility operation.
- Work verification and cleanup.

Please reference the attached RFQ for instructions and applicable provisions and clauses. Award will be made to the responsible offeror whose offer represents the Best Value to the Government, in consideration of all factors. The basis for award will be an acceptable proposal, the price of which may not be the lowest. The Government’s determination of what represents the best value for this requirement shall be based on the Government’s confidence that the services quoted meet the following: 1) technical capability to provide the requested services and materials as outlined in the Performance Work Statement (PWS); 2) relevant past performance; 3) proposed delivery schedule, and 4) price.
