This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued.
This solicitation is a Request For Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation and its applicable supplements (DFARS, AFARS, UAI, etc.).
This solicitation will be based on fair opportunity procedures as a 100% small business set-aside.
The associated North American Industrial Classification System (NAICS) code for this procurement is 561621- Security Systems Services (except Locksmiths), with a small business size standard of $25 million. The product or service code is Maint/Repair/Rebuild Of Equipment- Alarm, Signal, And Security Detection Systems.
The Government will award a single award, indefinite-delivery/ indefinite-quantity, firm fixed-price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer, conforming to the synopsis/solicitation, will be most advantageous to the Government (as determined by the evaluation criteria). FAR Part 13- Simplified Acquisition Procedures (particularly, Subpart 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services) will be used. The Government reserves the right to perform a comparative analysis in accordance with FAR 13.106-2(b)(3). Additionally, the Government intends to evaluate offers and award this contract without dialogue with Offerors. Therefore, the Offeror’s offer should contain their best terms from a price and technical standpoint. However, the Government reserves the right to have conversations if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
The US Army Corps of Engineers - Charleston District has a new requirement for the purchase of Intrusion Detection System (IDS) Preventative and Corrective Maintenance Services throughout the 81st Readiness Division (81st RD) Area of Responsibility (AOR).

Period of Performance
The Period of Performance (POP) is 30SEP2024-30SEP2029. Please note the base period (IDIQ) will have an ordering period of five years but must have one-year option periods at the task order level due to severable services requirements.

BASIS FOR AWARD:
This is competitive Request for Quotation (RFQ) for the award of a Single Award Task Order (SATOC)- Indefinite Delivery/Indefinite Quantity (IDIQ) services contract. Award will be made to the offeror whose quotation is most advantageous to the Government, is determined to be responsible, is compliant with the solicitation conditions, and is capable of performing the requirements.

Quote submission must be received no later than Monday, 23 September 2024 at 11:00 AM Eastern Time via email to the both government points of contact (POC) listed below. Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f).
It is each Offeror's responsibility to ensure their quote and all data are complete and in accordance with the RFQ. The Government assumes no responsibility for late or incomplete responses to the RFQ. Late responses may not be considered.
