Combined Synopsis/Solicitation
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service/Northeast Fisheries Science Center requires Ruggedized, Waterproof Monitors with Mounted Keyboards in accordance with the following specifications:
a. Sizes: 17” and 22”. The specific size monitor is essential for running and displaying NOAA developed software (Tow Eval) and entering information related to standardized tow validation
b. Resistive Touch Screen
c. Fully enclosed monitors, certified for NEMA 4/4X, IP65/IP66 environments
d. Fully enclosed keyboards must be monitor mountable and rated for NEMA 4/4X, IP65/IP66 environments
e. Compression gland rated for NEMA 4/4X, IP65/IP66 environments
f. VESA 100mm mountable
g. Monitor-mounted or internal KVM extender
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) Solicitation number 1333MF24Q0159 is issued as a firm fixed price, commercial, request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05.
(iv) The NAICS code for this acquisition is 334118 – Monitors, Computer Peripheral Equipment, Manufacturing; the small business size standard is 1,000 Employees. This solicitation is restricted to Small Businesses under FAR Part 19 only. Any business submitting a quote for this requirement must be certified and active in SAM.gov as a small business with the necessary registrations. Submissions from businesses not certified as a small business will not be considered. Vendors must be registered and active in SAM.gov at the time of quote submission.
(v) Line items are as follows with the detailed specifications and required salient characteristics listed in the attached Statement of Need:
CLIN 0001: Quantity one (1): 22" Universal Mount Industrial Monitor
CLIN 0002: Quantity two (2): 17" Universal Mount Industrial Monitor

CLIN 0004: Quantity three (3): Power Cord
CLIN 0005: Quantity three (3): Full-Travel Keyboard with Button Pointer,
CLIN 0006: Quantity four (4): KVM Extender
CLIN 0007: Shipping to Woods Hole, Massachusetts, 02543
(vi) Description of requirements for the items to be acquired: The vendor is to provide the items in CLIN 0001 through 0007 per the attached statement of need.
This is a brand name or equal solicitation utilizing FAR Part 52.211-6 – The desired characteristics match those found in Hope Industrial Systems monitors, mounts, keyboards and perpherials.
Any products offered must:
(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;
(2) Clearly identify the item by-
(i) Brand name, if any; and
(ii) Make or model number;
(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
(4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.
Products offered will be reviewed to determine if they match the desired salient characteristics. Any quoted products not matching will not be considered.

(viii) The provision at 52.212-1, Instructions to Offerors—Commercial (Sep 2023), applies to this acquisition without addenda.
(ix) The provision at 52.212-2, Evaluation—Commercial Items, applies to this acquisition. The specific evaluation criteria per in paragraph (a) of that provision is below:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
- Demonstrated Understanding of the Statement of Need (Technical)
- Price
Technical is of greater importance to price. This will be awarded based on Low Price Technically Acceptable.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
