The Naval Air Systems Command (NAVAIR) in support of PMA-226 Adversary and Specialized Aircraft Program Office, announces its intention to procure, on a competitive basis among businesses, a replacement for the Part Number (PN) GS3142 Refrigeration Package Maintenance Test Bench. The contract is anticipated to be Fixed-Priced contract type. The applicable NAICS code for this requirement is 336413 with a Small Business Size Standard of 1,250. The Product Service Code (PSC) is 4920.
THIS IS A SOURCES SOUGHT NOTICE ONLY. This ssn is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This ssn does not commit the Government to award a contract as a result of this announcement. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. - Background
The F-5N/F Adversary Fighter is one of the USMC/USN’s primary aggressor aircraft used for Top Gun training and support, and is managed by PMA-226. The F-5N/F utilizes an aircraft refrigeration package PN 751872-3 in the aircraft’s environmental control system, which requires Refrigeration Package Maintenance Test Bench (PN GS3142) to simulate on-wing conditions to test and operate. The F-5N/F fleet requires a replacement for this test stand that will interface and test with the refrigeration package PN 751872-3.

The respondent should address its ability to deliver and support an engine test set that possesses the following characteristics:
Overall Requirements Test Stand Shall:
- Capable of testing the refrigeration package PN IAW NAVAIR 03-75HS-5
- Output bleed air pressure and temperature 30 pounds per minute (maximum) at 60 psig (maximum) at 320°F (maximum)
- Output Supply No. 1 Pressure and Temperature 2 pounds per minute (maximum) at 30 psig (maximum) and ambient temperature
- Output Supply No. 2 Pressure and Temperature 0.25 pound per minute (maximum) at 100 psig (maximum) and ambient temperature
- Output Supply No. 3 Pressure and Temperature 0.25 pound per minute (maximum) at 100 psig (maximum)and ambient temperature Controlled Signal Pressure 90 psig (maximum)
- Supply Pressure 100 psig (maximum)
- Heater Capacity 60 kilowatts
- Electrical Power 115-volt, 0.35-ampere, 1-phase, 400 Hz
- Test Bench shall meet calibration systems requirements per MIL-STD-45662 (ISO-10012-1 or ANSI-Z540-1).
- Test Bench shall utilize mil-spec connectors to interface with aircraft and sensor cables.
- Test Bench shall be EMI/ESD hardened qualified to standards such as MIL-STD-461F and MIL-PRF-28800F.
- Test Bench shall be able to operate in the harsh shipboard/flightline environment.
- Test Bench display shall be readable in low to bright ambient light conditions.
The Government anticipates initial delivery will be made 12 months from the date of award.
- Requested Information
As a result of this SSN, NAVAIR expects to receive a capabilities statement from each interested respondent and a concept summary, which contains a detailed description in paragraph 2.0 written from a system solution perspective and outlines development concepts that ensures maximum utilization of infrastructure and platform integration elements that already exist. Prospective Offerors’ should explain how they are able to work with the Government and the aircraft manufacturer to integrate the proposed into the F-5 program.
4.0 Responses
International Traffic in Arms Regulations (ITAR). If the respondent is a foreign concern or if a US respondent has a team member or partner who is a foreign entity, adherence to all ITAR regulations is required.
In order to receive classified information pertinent to this SSN, responding parties must submit an unclassified capabilities statement, not to exceed twenty single-spaced pages, 12 point font minimum, in either Microsoft Word or Portable Document Format (PDF) to Lindsay Corken (lindsay.l.corken.civ@us.navy.mil) no later than 5:00 PM Eastern Daylight Time (EDT) 15 October 2024. The LOI shall include the following information to verify credentials (do not submit classified information):
- Company Name; Company Address; Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address.
- Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status;
- Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract values, Government point of contract with current telephone number, and a brief description of how the referenced contract related to the services described herein;
- Management approach to staffing this effort with qualified personnel;
- Statement regarding capability to obtain the required industrial security clearances for personnel;
- Company’s ability to begin performance upon contract award.
