The Food and Drug Administration (FDA) is seeking sources for Federal Government Library Resources (Digital Subscriptions).

The FDA is seeking information for potential sources Federal Government Library Resources capabilities.

REQUIRED CAPABILITIES: See Draft Statement of Work (SOW).
SOURCES SOUGHT: The current anticipated procurement strategy is GSA’s Multiple Award Schedules (MAS) for this requirement (under SIN 54151ECOM & 511120). However, as part of the Government’s market research efforts, other procurement strategies may be considered. For that purpose, the Government is issuing this Sources Sought Notice. To assist the FDA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or a teaming arrangement to meet the requirements contained in the Draft SOW.
SUBMISSION DETAILS:
Responses should include:
- Business name and address;
- Name of company representative and their business title;
- Type of Business (Large or Small);
- Unique Entity ID (UEI);
- Your contract vehicles that would be available to the Government for the procurement of the product and/or service, to include General Service Administration (GSA), NASA Solutions for Enterprise-Wide Procurement (SEWP), NIH Information Technology Acquisition and Assessment Center (NITAAC), Center for Medicare & Medicaid Services (CMS) Strategic Partners Acquisition Readiness Contract (SPARC), including applicable SIN(s) and/or NAICS, or any other Government Agency contract vehicle. Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating ability to perform the services listed in this Technical Description/Draft SOW.
Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personnel reviewing submitted responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
