Procurement of a brand name only Air-jet sieve shaker
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13 Simplified Acquisition Procedures.

This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-06 effective August 29th, 2024.
The associated North American Industrial Classification System (NAICS) code for this procurement shall be 334516- Analytical Laboratory Instrument Manufacturing with a small business size standard of 1000 employees.
This acquisition is being procured as a Brand Name only competition.
The BRAND NAME ONLY REQUIREMENT is based on the following:
After extensive market research for sieve shaker and air sieves, the only manufactured product with the capability of reducing the particle size down to 10 µm is model of AS200 JET manufactured by Retsch which satisfies the functional and requirements specifications. The most essential requirement is a fine pore size sieve, NIST needs to prepare MNP test materials under 10 µm size or less, thus a 10 µm pore size sieve is an essential part of the sieve shaker. Retsch is the only manufacturer that produces sieves with a pore size of 10 µm. The smallest pore size of other identified sieve manufacturers has been 20 µm.
Responsible quoters shall provide pricing for the following Line Items:
Line Item 0001: one air-jet sieve shaker in accordance with the specifications in the attached requirements document.
DELIVERY
Delivery: Shall occur within 90 days of award of this requirement.

EVALUATION CRITERIA AND BASIS FOR AWARD
The Government intends to award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, is the lowest price, technically acceptable quotation.
Technically acceptable means that the Contractor’s provide equipment meeting the minimum requirements in the
requirements document.
Price will be evaluated for all quoters whose quotations are determined technically acceptable. Price will be evaluated to determine that total price is consistent with the technical portion of the quotation and is a fair and reasonable overall price to the Government.
The Contracting Officer may, if necessary, request revised quotation(s) prior to award. REQUIRED SUBMISSIONS
